SUBJECT: Follow-up eport
Establishment of Voting Districts; Jerry Holland, Supervisor of Elections, has informed the
staff that there was an error in the previous advice about setting up voting districts. After input
from the General Council's Office with the City of Jacksonville, Mr. Holland told us that we
should be using census data from the 2000 census for the basis of setting up voting districts.
While voting precincts in the past have been established using a tally of registered voters, the
establishment of election districts for choosing elected representatives must be done through
census data. Consequently, Ordinance 33-08-15, which establishes new voting districts for
Atlantic Beach, should not be approved on second reading as scheduled on the July 14, 2008
agenda. Instead, the City Manager and City Clerk should utilize the census data when it is
available to revise the previous recommendations for establishment of district boundaries and
present those recommendations to the Commission when ready (probably in the last meeting in
July). Jerry Holland plans to attend the city commission meeting on July 14~' to explain his
recommendation.
