Item 3AAGENDA ITEM # 3A AUGUST 11, 2008 August 1, 2008 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hans 9 anager SUBJECT: Follow-up eport Code Requirements for Windows in Commercial Buildings; A question was raised at the last commission meeting about whether someone could build a commercial building with no windows on the side fronting on the main road. City Code Section 24-171(4) states "Blank exterior walls facing the commercial corridors, which are unrelieved by doors, windows, and architectural detail, shall not be permitted." This means that the Code does not necessary require the installation of windows, but the front side of a building cannot be just a blank wall. Dates to Place Referendum Items on the Ballot; A second question was raised at the last commission meeting about the deadline for the Commission voting to place an item on the upcoming ballot for the November 4`~ general election. A letter has been received from Jerry Holland, Supervisor of Elections indicating that the last date for this would be September 5, 2008. A copy of this letter is attached. Water Withdrawals from St Johns River; The Atlantic Beach Commission adopted a resolution recommending "That the SJRWMD invite outside agencies such as private consultants, other institutions engaged in simiiaz scientific reseazch, and private environmental interest groups to participate in the study so as to provide peer review and open discussion of both the methods and results of the investigation with the hope of arriving at a consensus of the effects of water withdrawals proposed." District staff have now reported that they are contracting with the National Academy of Science/ National Research Council to study the water withdrawal issue and evaluate previous reseazch in order to provide an independent evaluation.
