UNION NEGOTIATION MEETING
AUGUST 6, 2007
DRAFT MINUTES
The negotiation meeting was called to order at S:OS PM. Those in attendance were:
City: George Foster, Chief Negotiator
Union: Andy Bemis, Staff Representative
Jack Baldwin, Negotiator
Barrion Hill, Negotiator
1. A Collective Bargaining Negotiation Ground Rules Agreement that will be used during negotiations was
distributed to negotiation team members.
2. The Union provided the City with their recommendations for contract changes as included within the
attached table. Primary recommendations were:
a. Total pay increase of 8.5% (Grades 14 - 19) to 9.25% (Grades 20 - 22) of current pay which
includes a Step Plan with 15 steps, a Merit increase of 3% (Grades 14 - 19) or 3.75% (Grades 20 -
22) and a COLA increase of S.S%.
b. Top Out Bonus based upon employee's grade of from $698 (Grade 14) to $1,720 (Grade 22).
c. Provide pay of same step in higher grade for Out of Position /Acting Capacity.
d. Provide UtilitiesJCollection/Distribution Operators that obtain a "C" Distribution license with a +S%
salary increase.
e. Provide training pay of one step (+3%) if required to train another employee during period of
training.
f. Require leave requests to be responded to within 24 hours of receipt.
g. Add new Personal Leave accrual level beginning with 20 years of 10.77 hours per pay period or 280
hours per year.
3. The City provided the Union with their recommendation for contract changes with the exception of pay
adjustments that are delayed pending City Commission budget and/or Shade meetings. Primary
recommendations were:
a. Change pay for working Holidays from two-and-one-half times to two-times employee's rate of pay.
b. Pay overtime based upon "hours worked" and not "hours paid".
4. The next meeting date was established as August 29th at 5:00 PM in the City Commission Chambers.
The meeting adjourned at S:SS PM.
