SUBJECT: Follow-up eport
Questions from previous meeting; Two items were brought up in the last commission meeting
on August 11, 2008 for which staffreports are provided in this agenda packet. These include
information about the new Florida State Statute that requires local governments to adopt
provisions if dogs are to be allowed in outdoor dining areas. The second deals with the
ordinance on system development, charges. The commission asked for rates charged by other
cities and counties as well as language to allow for early payment of the fees by people who will
convert their septic tanks to the public sewer system at a later date. A staff report is included
with the second reading of the ordinance.
Comulaints about Construction Trailer at 901 Ocean; The Commission received a complaint
at the last meeting about the amount of time that a construction trailer had been located at 901
Ocean. Residents were concerned that it detracted from the surrounding neighborhood. There is
no limit in the City Code about the length of time that a construction project can continue
provided the work is ongoing. The City earlier this year adopted a provision making it a
nuisance for any partially built or partially demolished building to remain without major work
being done for over six months. In the case of Sea Place Condominiums at 901 Ocean
Boulevard, a series of permits have been issued since September of 2005 and work has been
ongoing on a regular basis. Most recently, a permit was issued in July to replace the concrete
balconies, doors and stairways with an estimated construction value of over $940,000. The
contractor estimates that the work will take eight to ten months to finish. Inspections are being
made several times per month on various elements of the work. Building Department staff
requested that the contractor clean up the site to improve the appearance, which has been done.
