Item 4GAGENDA ITEM # 4G SEPTEMBER 22, 2008 STAFF REPORT City of Atlantic Beach Commission Meeting AGENDA ITEM: Florida Department of Law Enforcement Grant Application DATE: September 9, 2008 SUBMITTED BY: David E. Thomps n~ef of Police/DPS BACKGROUND: Officer Chase Jamison of the Atlantic Beach Police Department submitted a proposal to the Florida Department of Transportation (FDOT) for funding to enhance the Police Department Drunk Driving Enforcement Program. The Police Department conducts a number of operations each year that specifically target drivers who are under the influence of alcohol and/or drugs. Some officers work on D.U.I. roadblocks, while other officers are assigned to directed patrol shifts to identify and arrest offenders. These tactics have been found to be effective ways to protect people and property from the actions of impaired drivers. The proposal has been tentatively approved by FDOT for funding as follows: $32,000 for an Unmarked Police Car for Enforcement $2,525 for a Laser Speed Measuring Device $1,500 for Portable Breath Testing Units $36,025 Total from FDOT Atlantic Beach will provide fuel, vehicle maintenance, and Radar/Laser Calibration for the equipment out of the proposed 2008-09 budget: $12, 720 Total Match from Atlantic Beach Total Program Costs: $48,745 The next step in the process is for Atlantic Beach to revise and complete the application package received from FDOT, and submit it with the Mayor's signature. BUDGET: This will provide $36,025 of grant funding for the 2008-09 Police Department budget for utilization in the Drunk Driving Enforcement Program. RECOMMENDATIONS: To authorize the Mayor to sign the application and all subsequent paperwork for the FDOT grant discussed above. In order to receive this funding, you must complete the enclosed Subgrant Application for Highway Safety Funds. Send one completed copy of the application and two additional signature pages with original signatures to the Florida Department of Transportation (FDOT) Safety Office for processing. Instructions for completing the application form are also enclosed, along with copies of sample Project Detail Budget pages and the Quarterly Progress Report of Performance Indicators page. Please use the following information when completing the highway safety Subgrant application: Project Title: Atlantic Beach Enhanced DUI Enforcement Initiative Project Number: AL-09-OS-OS Please return the completed application to the DOT Safety Office as soon as possible. You will be notified as soon as your agency's Subgrant is awarded. While we strive to award as many subgrants as possible on October 1, 2008, the award could be delayed if your application is not submitted in a timely manner, if your application has to be returned for corrections, or if federal highway safety funds have not been released for award.
