5/13/2008WorkshopMinutesCITY OF ATLANTIC BEACH CODE, ENFORCEMENT BOARD WORKSHOP MINUTES 7:00 P.M., May 13, 2008 Call to Order: PRESENT: Roil Pendleton, Vice-Chairman Veda Bernstein Juliette Hagist Richard Ouellette Ray Martin Barbara Weiss EXCUSED: Carl Russell, Chairman ABSENT: Mamie Hurd AND: Alex Sherrer, Code Enforcement Officer Susan Gorman, Secretary Vice-Chairman Ron Pendleton called the meeting to order at 7:01 p.m., followed by the Pledge of Allegiance to the Flag by all present. The Vice-Chairman requested that the roll be read. Secretary Susan Gorman read the roll and determined that there was a quorum. 1. Approval of the Minutes Secretary Gorman verified approval of the minutes of September 11, 2007. Following a brief review, the Board voted unanimously to approve the minutes of the Code Enforcement Board meeting on January 08, 2008. The Board reviewed the minutes from January 8, 2008 and voted unanimously to approve, but instructed Secretary Gorman to correct the spelling of Alternate Board Member Bernstein's first name and note that Board Member Ray Martin attended the meeting of January 8, 2008. 2. Workshop a. Code Enforcement Officer Alex Sherrer presented Mayport Road Revitalization maps'to the Board. Alex took questions from the Board regarding the revitalization plan for the affected area. Page 2,. May 13, 2008 b. Alex Sherrer explained the Intei-~lational Property Maintenance Code, recently approved by the Commission. The new code will address standards for property in Atlantic Beach. e. The Code Enforcement Officer explained how the revitalization project and the new property codes would impact the Code Enforcement Board, possibly increasing the caseload. d. Alex provided the Board with an update regarding Ordinance No 95-08-95. Animal Control cases would rarely come before the Code Enforcement Board, with the exception of dog bite cases. 3. New Business The Code Enforcement Officer Sherrer asked the Board to consider an earlier schedule for regular meetings. Discussion ensued. Vice Chair Pendleton asked the Board for a motion. Board Member Ray Martin motioned to keep the meeting time for 7:00 pm, Board Member Barbara Weiss seconded and the motion carried unanimously. Alex Sherrer briefly discussed Ordinance 90-08-204 that deals with business displays and activities outside of an enclosed building. Board Members received copies of a letter from Robert W. Hammesfahr of 1611 Linkside Dr. West, regarding concerns over handicap parking spaces adjacent to businesses located at the old Pic-N-Save. 4.
