AGENDA ITEM: Police union contract for May 16, 2008 through September 30, 2009

BACKGROUND: Effective 5/16/08 the Costal Florida Police Benevolent Association (PBA)
was approved by the Florida Public Employees Relations Commission
(PERC) after an election by the Atlantic Beach Police Officers to replace
the Fraternal Order of Police (FOP) as the designated representative for
our Police Officer Union members (Police Officers and Sergeants).
The City and PBA have agreed to the provision of a contract to be
effective 5/16/08 thru 9/30/09. The key provisions in the contract are:
Art 12. Employees who work a holiday will receive pay at straight time
instead oftime-and-a-half plus holiday pay equal to the hours of their shift
(8, 10 or 12). Police Officers not scheduled to work a holiday will receive
8 hours of Holiday pay or compensatory time regardless of their scheduled
shift:.
Art 17. Overtime will be paid after 84 "hours worked" during a two week
work period as opposed to being paid after 80 hours of "hours paid."
Art 26. Police Officers and Sergeants will receive a "one time" lump sum
contract ratification bonus of approximately 75% of the base pay increase
that they would have received for 10/01/07 thru 09/30/08.
Art 26. Police Officers and Sergeants will have their hourly rate of pay
adjusted to the 10/01/07 pay rate as previously provided other employees
of the City then have their pay rate adjusted to the 10/01/08 pay rate as
provided other employees of the City.
Art 26. Police Officers and Sergeants will receive above pay increases
effective 10/01/08.
BUDGET: Funds for these changes are included within the current budget.
OTHER: A copy of the Union contract is available in the City Clerk's office.
RECOMMENDATION: City Commission approve the Police Union contract.
