AGENDA ITEM: Advanced Disposal Request for Holiday Calendar Change

BACKGROUND: Advanced Disposal, the City's franchise agent for garbage, yard waste
and recyclable collection, has requested a change in the contract holiday schedule starting
January 1, 2009. From Section 4, paragraph F. of the Solid Waste contract negotiated by
Advanced Disposal's predecessor, Waste Services Inc., current collection holidays are Memorial
Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and New Years Day,
with collection for those holidays (and any subsequent days of that week) moved to the right one
day. Advanced has numerous other municipal operations in North Florida, including the west
side of Jacksonville, Clay County, Fernandina Beach, St Augustine Beach and the City of St
Augustine that only has collection holidays on Thanksgiving Day and Christmas Day. As is
currently done, collection for these holidays (and any subsequent days of that week) will be
moved to the right one day. They are requesting this change to match their schedule with the
rest of their local operation.
This change will return Atlantic Beach solid waste collections to the same schedule the city was
on before the June 1, 2007 beginning of the current solid waste contract.
BUDGET: Garbage, yard waste and recyclable collection is funded from account
420-4201-534-3401 (Pick-up and Haul Contract). This change will have
no budget impact.
RECOMMENDATION: Staff recommends approving the Advanced Disposal request to change
the holiday calendar. The Contractor will provide a calendar showing the new schedule
for inclusion as a city utility bill insert to be mailed out well in advance of the schedule
change.

Advanced Disposal requests services are provided on all Holidays except for
Thanksgiving, and Christmas. The collection schedule for Thanksgiving and Christmas
will be pushed back one day.
