Engineering Design RFP #08-03

BACKGROUND: Earlier this Fiscal Year, Staff briefed the Commission on the
Preliminary Engineering Design for stormwater system rehabilitation and
replacement in the Royal Palms Subdivision. This subdivision was
constructed in two phases in the early 1960's. Many stormwater, potable
water and sanitary sewer pipes were located in utility easements between
and behind houses rather than in the city right of way as is standard
practice today. Many of the stormwater and sanitary sewer pipes are
nearing the end of their useful life. The potable water system was
upgraded in 90's and the sanitary sewer system is being rehabilitated now
using CIPP lining. The City has spent over $90,000 this year for storm
sewer point repairs in this area and over $275,000 in the last ten years.
The intent of the proposed project is to achieve a design for rehabilitating
the storm sewer piping systems using the most cost effective method,
moving systems from easements into the city right of way where fiscally
feasible.
The Public Works Department released a Request for Proposals (RFP) for
Royal Palms Subdivision Infrastructure Improvements Project Final
Design in August. Thirteen proposals were received. After staff
evaluation, the top five firms were rated in the following order:
1St Eisman & Russo Consulting Engineers
2nd Connelly & Wicker Inc.
3rd Applied Technology & Management (ATM)
4th EarthTech / AECOM
5th Edwards Engineering
Eisman & Russo was the top-ranked firm for several reasons. Of the
three major grading criteria (team, similar experience and project
approach), they were ranked 3rd, 1St (tied) and 2nd. Their Project Team
includes engineers who worked on a previous successful drainage project
for the City of Atlantic Beach (Ocean & 14th Improvements). In addition,
they provided the most examples of project experience that were actually

similar to this project. Although many of the proposals discussed
modeling the existing system, their project approach was one of only two
that discussed modeling using current storm return design standards to
determine stormwater level of service, with the possible cost benefit of
reduced pipe sizes in the system. They also evaluated maintenance of
traffic and proposed installing new trunk lines in the center of a lane
instead of in the center of the road to keep one lane of traffic open on
streets under construction.
BUDGET: Funding for Final Design of the Royal Palms Infrastructure Improvements
is included in stormwater Account 470-0000-538-6300, Project Number
PW0808.
RECOMMENDATION: Authorize staff to begin negotiations with the top-ranked firm,
Eisman & Russo, for engineering services for the Royal Palms Subdivision
Infrastructure Improvements Project Final Design.
