AGENDA ITEM: Request from Neptune Beach for City of Jacksonville to provide a
second Hazardous Waste Collection at the Beaches each year

BACKGROUND: A letter dated October 9, 2008 was received from Harriet Pruette, Vice
Mayor for the City of Neptune Beach asking the Atlantic Beach
Commission to adopt a resolution requesting Jacksonville to provide a
second hazardous waste collection event per year at the beaches.
The City of Jacksonville hosts Hazardous Waste Collection events at six
sites in Duval County each year where residents can bring their hazardous
materials that are not allowed to be placed in the normal gazbage stream.
These include such things as used paint, rechazgeable batteries and similar
materials. There have been eight of these collection days at the beaches
since 2002, seven of which have been held at City Hall in Atlantic Beach
or at the Atlantic Beach Police Department. Often the events in Atlantic
Beach have produced more turnout than other events across the city with
the number of residents coming through ranging between 500 and 900 per
event.
City of Jacksonville officials have provided this service to the beach
residents at no cost in the past. When asked recently about the second
event per yeaz, they noted that they were on a very limited budget and
estimated their cost to put on such an event at $13,000 to $15,000. They
indicated they would be glad to add a second event per year at the beaches
is someone else was to supplement their budget to make it possible.
While the events in Atlantic Beach have set records for attendance and aze
very worthwhile for our residents, if a second event were to be held at the
beaches each yeaz, it would seem appropriate for it to be held in one of the
other beach cities to make it more convenient to their residents. The
reaction from these from Atlantic Beach residents has generally positive,
but no requests have been received for additional collection days.

BUDGET: Preliminary estimates from Jacksonville are that the cost of an additional
pick-up would be in the $13,000 to $15,000 range which could either be
paid by one of the beaches cities or shared between all three.
RECOMMENDATION: Decide whether to approve the request from the City of Neptune Beach to
support an additional Hazardous Waste Collection per year and determine
whether or not the City of Atlantic Beach is willing to start paying for
some of the cost if that second pick-up is requested.

The attached resolution 2008-15, a resolution of the City of Neptune Beach, Florida
requesting the City of Jacksonville pick up hazardous waste at the beach twice per year.
It is my personal opinion that it would make it easier for beaches residents to dispose of
hazardous materials properly, thus protecting the environment.
I am asking if you would consider adopting a similar resolution to let the city of
Jacksonville know that we at the beaches are all concerned about the environment and
really do need an extra day for hazardous waste pick up.

RESOLUTION NO. 2008- 15
A RESOLUTION OF THE CITY OF NEPTUNE BEACH,
FLORIDA REQUESTING THE CITY OF JACKSONVILLE
TO PROVIDE AT LEAST TWO HAZARDOUS WASTE
PICK-UPS A YEAR AT THE BEACHES.
Whereas, Protection and care of the environment is essential to the well being of
today's population and for the benefit of future generations; and
Whereas, Education of citizens in proper handling and disposal of hazardous waste is
critical to their health and safety as well as environmental protection; and
Whereas, Construction and renovation at the Beaches creates large amounts of
hazardous waste that requires disposal; and
Whereas, It is necessary to provide an easy and available method for citizens to
properly dispose of hazardous waste; and
Whereas, A thirty five mile trip to travel to the City of Jacksonville Hazardous Waste
Facility may discourage citizens to properly dispose of hazardous waste.
Now, Therefore, be it respectively requested by the City Council of Neptune
Beach, Florida that the Mayor of Jacksonville provide to the Beaches an
additional pick-up day for hazardous waste at the Beaches to further protect the
environment.
The Resolution shall become effective on after passage by the City Council.
This Resolution adopted by the City Council of Neptune Beach, Florida, at the Regular
Council Meeting held this 8th day of September 8.
