Item 8CAGENDA ITEM # 8C OCTOBER 27, 2008 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Modifications to Community Development Block Grant (CDBG) projects SUBMITTED BY: Sonya Doerr, Community Development Director David E. City Manager DATE: October 20, 2008 BACKGROUND: The City's 2008/2009 CDBG projects (as approved by the City Commission eazlier in the year) contained several projects that staff believes should be modified to best serve the needs of our CDBG Target Area and to support the Mayport Comdor revitalization effort. (The City typically does not receive our contract from the City of Jacksonville (COJ) until eazly in the calendaz year. We need to notify the COJ as promptly as possible to get these specific activities programmed in our contract for the coming yeaz.) Our allocation for the FY 2008/20009 year is $104,262. The City will also have a significant portion of the FY 2007/2008 CDBG funds to "roll over" into the FY 2008-2009 contract. A change in administrative procedures resulted in some confusion and a delay of projects for the 2007-2008 year, and staff has spent considerable time and effort to address these issues. The combination of remaining 2007/2008 and new 2008/2009 funds will total approximately $198,815. Various staff who typically works with CDBG funds and projects have met several times to discuss the best use of these funds. The FY 2007/2008 contract included: • A number of sidewalk projects including George Street and Ardella Road which totaled approximately $55,000. • Repairing, replacing, and or/painting the fencing along Mayport Road right-of--way at a cost of approximately $10,000. Fencing along the Mayport Road right-of-way, particularly in the Fairway Villas area is unsightly and in a state of disrepair and contributes to a blighted appearance along this azea. Staff has re-evaluated this use of funds and does not believe this is the best use of CDBG funds and will explore other methods and resources to improve this fence. Recommended expenditures and projects for the FY 2007-08 and the FY 2008-2009 funding are described as follows: • The George Street sidewalk remains a high priority, and staff recommends that this project be approved at an estimated cost of $ $44,000. • Staff recommends making improvements to Donner Park at an approximate cost of $147,000 to include two tennis courts with lighting, fences, benches, a covered shelter, a drinking water fountain, some type of secure storage for equipment, sod and irrigation, and possibly a section of sidewalk. Some of these accessory activities might need to be scaled-back based upon final costs and bids, but Public Works believes that these are reasonable estimates. We collectively believe that these enhancements at Donner Pazk will be a major contribution to neighborhood enhancements in this area. Initial reaction from the community has been very positive. • If there are residual funds, staff recommends extending sidewalks down Dutton Island Road towazd Lake View Court as funding allows.
