There are 2 Police Officers that make up the Community Oriented Policing unit assigned full-time to the Mayport Corridor. The unit has been operational since mid August. The officers spend the majority of time doing bike and foot patrols making contact with residents and businesses in the corridor. Within just the first 2 months, these officers have participated in the Mayport community meetings, Neighborhood Watch meetings and attended special events such as Movie in the Park and the Fall Festival. Although enforcement is not the primary focus of the unit, in the first 1 %i months there were 8 arrests made and 41 citations issued. Both officers have become certified in police bicycle operations and one has completed a class in Crime Prevention Through Environmental Design (OPTED). The officers make daily visits to the Donner and Jordan Pazk Community Centers to work with the local youth and provide a positive influence in their lives. The unit also works with the homeless population informing them of services available and encouraging them to work towazds getting off the street. They identified sites where transient camps had been setup and then worked with property owners to cleaz and clean the area. COPs officers closely monitor any known prostitutes and will "shadow" them if necessary which eliminates any possibility of them conducting any illegal activity. The Atlantic Beach Police Department continues to have an exceptional emergency response time. The average for the 3rd quarter of 2008 is 2 minutes 42 seconds. Crime The Florida Department of Law Enforcement recently released the 2008 semi-annual crime stats (Note: the 2008 numbers in the table below are only for 6 months of the yeaz). Atlantic Beach continues to have the lowest per capita crime rate in Duval County and is also below the state average. This occurred while the Duval county average was an increase of 4.9% and statewide there was a 1.6% increase. Location AB NB JB Jax Florida Part 1 -16.3% -6.1% +3.7% +5.4% +1.6% crimes % 1St half 2008 This trend continued in the 3`d quarter where Atlantic Beach's crime rate has dropped 19.4% year to date (through the 3`d quarter). There were decreases in virtually every category of part 1 crimes. There has been a 28.9% decrease in the amount of property stolen year to date in 2008, which was over $180,000. Productivity The department continues to experience a high volume of calls for service. Although the numbers for 2008 are down from 2007, there were still significant increases from prior years. Traffic citations are also down from 2007, which is probably most attributable to staff shortages. Arrests continue to be high albeit 5% down from 2007. This is, in part, correlated to the decrease in the number of part 1 crimes. However, the decrease in crime was nearly 4 times that of the decrease in arrests. While the amount of stolen property decreased in 2008, recovery of stolen property is over 39%, which is an increase of over 7.8% from 2007. 'This is also well above the state average of 24%. The Crime Suppression Unit (CSU} continues to be very productive with 52 arrests in the 3rd quarter alone. They are aggressively conducting alcohol compliance checks and have charged eleven individuals with violations during this reporting period. Prostitution arrests for the 3`d quarter were on par with the preceding year, but yeaz to date aze down 35%. 'This is indicative of a reduction of illegal activity due to past aggressive enforcement of violations and employing continued tactics of deterrence. Animal Control reported increases in activity from the prior year. They have experienced an increase in all reported categories and have had a 26% increase year to date in the number of citations issued. Personnel Currently the Police Department has 4 vacancies for police officers. Recruitment efforts have been aggressive, however the challenge in selecting qualified applicants from a AGENDA ITEM # 4A NOVEMBER 24, 2008 shrinking pool of candidates has been extremely difficult. The department has not been fully staffed at any point during this year. Recruitment efforts have been dramatically expanded to attract all qualified candidates including out of town/state applicants interested in relocating. Two out-of--state applicants have been successfully hired; one is working in patrol and the other is currently in the final stages of the Field Training Program. There are also 2 civilian positions currently open. The Property and Evidence position has been vacant for a number of months while a suitable replacement is being sought. Due to the sensitive nature of the assignment, thorough background checks have to be completed on the applicants who pass the initial testing and are deemed qualified. There is also an Emergency Communication Operator vacancy due to the retirement of a 20 year employee. Training The Department is deeply committed to providing quality training to all of its employees. In the Std quarter of 200$, employees attended over 450 hours of academy based, job related training. Employees attended training in the following topics: • Leadership/Supervision • Recruitment and Background Investigations • DUI Enforcement • Field Sobriety Testing Instruction • Criminal Investigative Techniques • Safe and Legal Traffic Stops • Criminal Patrol • Verbal Judo Advanced training keeps employees current and on the cutting edge of Public Safety techniques, trends and strategies. The Department believes a better trained employee results in the delivery of a higher quality of service. The above list does not include classes taken by the employees who are enrolled in various degree programs. The department currently has two people who will be completing their Masters Degrees shortly after the first of the year and a number of others enrolled in undergraduate programs.
