Item 8BAGENDA ITEM # 8B NOVEMBER 24, 2008 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: The Palms Apartments at: 3952 Mayport Road SUBMITTED BY: Michael Griffin CBO, CFM ,Building Official DATE: November 17, 2008 BACKGROUND: On October 15, 2008, the Commission determined 25 partially demolished buildings at 3952 Mayport Road were unsafe and represented an imminent danger to the public. A letter from Chris Hionides, dated October 13, 2008, indicated that 3959 Mayport LLC would obtain the necessary permits to demolish the buildings and complete the demolition within six months. As of November 17, 2008, Mr. Hionides is still coordinating the demolition process. Mr. Hionides has obtained Realco Recycling to remove the concrete/wood walls from the 25 structures. According to a representative with Realco Recycling the environmental assessment permitting application is being reviewed by the State Department of Environmental Projection (DEP). Ms. Katherine Russell, with DEP confirmed the assessment application has been submitted by Realco Recycling. According to the Realco Recycling representative a demolition application will be submitted to the City so that demolition may begin no later than November 21, 2008, and should take approximately thirty (30) days. Staff is preparing a Request for Proposals to bid the demolition to be reviewed at the December 8, 2008, Commission meeting in case the 3959 Mayport LLC does not start or complete the demolition as directed by the Commission. BUDGET: There are budget charges related to this request. It is estimated demolition cost may range from $5,000 to $7,000 per structure for 25 structures.
