AGENDA ITEM: Sewer Rehabilitation in Seaspray Subdivision

BACKGROUND: As recommended in the Sewer Master Plan Update, the City Commission
allocated funds for sewer rehabilitation in the budget. The City Commission authorized staff to
"piggyback" on JEA's contracts with Insituform Technologies, Inc. for Cured-in-Place Pipe and
Concrete Conservation, Inc. for manhole repair in the Royal Palms subdivision.
A total of $84,000 was originally approved for the FY09 budget, but the recently approved rate
increase will provide another $265,000 for sewer rehabilitation.
Sanitary sewer rehabilitation in Royal Palms is nearly complete, and staff requests continuing work in
the Seaspray subdivision. Sewer pipes in this area are also old clay lines that are in poor condition,
per the Master Plan. The additional funds should allow for cured-in-place pipe and manhole repairs
from Sailfish Drive to Seminole Road.
BUDGET: A total of $265,000 is will be transferred to the Sewer Fund for this project, under
account number 410-5506-535-6300.
RECOMMENDATION: Authorize Insituform Technologies, Inc. to provide cured-in-place pipe
(CIPP) in the Seaspray subdivision in the amount of up to $240,000, using pricing in JEA Contract
No. 82768. Authorize Concrete Conservation, Inc. to provide manhole rehabilitation in the Seaspray
subdivision in the amount of up to $25,000 using pricing in JEA Contract No. 88990 of $149.25 per
vertical foot.
