AGENDA ITEM: Polymer for Wastewater Treatment Plants

BACKGROUND: Polymers are chemicals used in wastewater treatment plants to neutralize
electrical charges on sludge particles. This helps the solids clump together to thicken and
dewater before disposal at the landfill.
Each polymer manufacturer develops and markets several proprietary formulas. Wastewater
treatment plants are biological systems that have varied reactions to these polymers. The polymer
manufacturers conduct field tests at the plant to demonstrate that the product works.
Bids were submitted as a cost per pound of polymer. Because some brands required more
polymer to properly thicken and dewater biosolids than others, calculations were completed in
the bid analysis to determine the cost per 1000 gallons treated. Results were as follows:

Ciba Specialty Chemicals has the lowest cost per 1,000 gallons treated. Instead of the Business
Tax Receipt, the Corporation Document from the State of Florida was included with the bid
packet and the tax receipt will be sent separately.
The City has successfully used polymer from Leachem for many years. In the past, polymer from
a different company caused major problems with the plant process, but took months before it was
evident. Therefore, staff would like to keep at least 3 drums of Leachem polymer on site in case
of plant problems.
BUDGET: A total of $23,000 was budgeted for polymer in the Sewer Fund under account
number 410-5508-535-5200.

RECOMMENDATION: Award the Annual Contract for Polymer to Ciba Specialty Chemicals
at the bid price of $1.45 per pound. Authorize staff to purchase a minimum of 3 barrels of
polymer from Leachem to keep on site if plant problems arise due to use of new polymer.
