BACKGROUND: At the November 10th Commission, Staff presented the bid award for the
Main Street Sidewalk Project (Project PW0802) recommending the project be awarded
to R&B Contracting, Inc. (see attachment 1). Staff also briefed the option of constructing
an 8 foot multi-purpose path, using funds budgeted for current year sidewalk /pedpath
projects to be determined.
The Commission elected to defer to the December 8th Meeting consideration of the
sidewalk or bikepath issue to solicit input from residents. The current bid for sidewalk
construction is valid until January 22, 2009 (90 days after bid opening).
Additional Information in response to Commission questions:
Main Street was part of the original 2002 bike plan recommendation, but only from Levy
Road north to Dutton Island Road, based on the east-west connection running on Levy
Road (see attachment 4). The east-west connection was constructed along the West
Plaza Ditch right of Way, approximately 1000 feet south of Levy Road.
School Bus Stops: There are six bus stops on Mayport Road; elementary school at W.
2nd, W 6th and W. 9th Streets, middle school at W. 2"d and W. 9th Streets, and high
school at W. 3rd Street.
BUDGET: Funds for sidewalk construction are included in the budget modification under
consideration by the Commission, and will be available in account 001-5002-541-6300.
There is an additional $50,000 in the current year budget for sidewalk /pedpath
construction in the same account.
RECOMMENDATION: If the Commission concurs with constructing an 8 foot multi-use
path, Staff recommends rebidding the project. If the Commission desires to proceed
with installation of a 4 foot sidewalk, Staff recommends awarding a contract for the Main
Street Sidewalk Project in the amount of $83,624.00 to R&B Contracting, Inc.,
authorizing the City Manager to sign the contract for the City and authorizing staff to
encumber 10% of the bid amount as a project contingency.

AGENDA ITEM: Award Bid for the Main Street Sidewalk Project

BACKGROUND: The bid opening for the Main Street Sidewalk Project (Project PW0802)
occurred on October 22, 2008. Ten firms submitted bids (see attached bid analysis). Of
these ten firms, only one firm (A.J. Johns, Inc.) submitted all documents listed on the
Document Requirements Checklist; however this firm's base bid price was
approximately $39,000 higher than the low bidder. The low bidder, R&B Contracting,
Inc., included their FDOT Certificate of Qualification showing a maximum capacity rating
of $26,800,000 rather than the requested financial statement with their bid submittal.
They immediately submitted the required financial statement when requested by staff.
R&B Contracting, Inc. has performed satisfactory work for the City in the past, including
the Plaza Drive Turn Lane to Post Office. City Standard bid documents include the
following statement: "The City of Atlantic Beach reserves the right to reject any or all bids or
parts of bids, waive informalities and technicalities, make award in whole or in part with or
without cause, and to make the award in what is deemed to be in the best interest of the City of
Atlantic Beach."
Alternative Option: Current Fiscal Year Project PW0901 contains $50,000 for new
Sidewalks or Pedpaths. At unit prices in the low bid, combining this funding with
PW0802 would allow construction of an 8 foot multi-purpose path for most of the length
of Main Street between W. 1St Street and Levy Road.
