Item 3AAGENDA ITEM # 3A JANUARY 12, 2009 January 5, 2009 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hans ..--eityl~lanager SUBJECT: Follow-up eport A couple of follow-up items from the last commission meeting have resulted in staff reports attached to this Agenda; The first of these results from the complaint by business owners being required to remove their chain-link fences from the Mayport Corridor. They had pointed out that there are some homes along the Mayport Road with chain-link fences fronting on the street. A staff report is attached on that issue requesting the Commission's guidance. A second item relates to an eazlier report to the Commission of lower state revenue estimates for gas, sales and bed taxes. It is now appazent that our estimates for interest earnings will not be met and the budget will need to be adjusted dawn for those also. A staff report recommends a budget amendment to offset the anticipated revenue losses. JEA Reliability; Mayor Meserve reported to the Commission several weeks ago that he had met with top JEA officials to request them to improve electrical reliability in Atlantic Beach. There have been numerous outages in Atlantic Beach in recent years and many of those resulted in citizens being without power for extended periods of time. A response has now been received from Jason Miller dated December 12, 2008 outlining a number of modifications that JEA has made, or will soon be making, to improve electrical reliability. A copy of that letter is attached. T R L I would like to thank you for taking the time to meet with us and allowing us to address your concerns related to the service level in Atlantic Beach. At our recent w ~ , E R meeting, JEA took away a few action items. The results of our follow-up research and investigation of the several action items are outlined below. E ,~ F a 1) As you know, JEA has a power quality meter installed at the City of Atlantic Beach City Hall electric meter. When we compare the date-times of the sags that you have provided, we show no matches - we show a total of five sags in the given time period, though only one should have impacted City Hall. There are three potential reasons for your UPS registering events that we do not register on the power quality meter. - The UPS tolerances could be very tight; the JEA PQ meter is set to capture only events outside +/- 7.5% of nominal voltage as per our Rules and Regulations. - The UPS clock may be incorrect. - There may be internal issues within the facility itself. 2) When reviewing files regarding pole inspections performed since August of 2007, we found that JEA crews inspected and found a total of five poles that did not pass the inspection on the three phase circuits. Of the five, two poles have been replaced; the other three were identified in April and are scheduled for replacement. Based on the pictures you provided as well as the findings from our inspections, most of the sub-standard poles are on laterals in the area. Of the four circuits that serve Atlantic Beach, three have been inspected and one is currently being evaluated - a total of six poles were identified for immediate replacement and a total of 214 poles were identified for replacement. This replacement process is based on overall circuit condition. Current projected replacement of the Neptune Beach and Mayport substations poles is scheduled to start within the next 2 years. AGENDA ITEM # 3A JANUARY 12, 2009 3) The area of concern in Selva Marina was downstream of a set of fuses located at 315 Country Club Lane. As of November 14, the fuses were replaced with three single phase reclosers -this equipment upgrade is intended to decrease the number of extended duration outages, though there may be a few more momentary disturbances in their place. With regards to the Oceanwalk neighborhood we have found trouble tickets relating to outages caused by tree limbs interfering with our three phase lines. Based on the sequence of the tickets it seems that each time service was restored to the JEA circuit, another event would cause an interruption to the service once again. 4) You had also identified the area on Levy Rd, west of Mayport Rd as an area of concern. JEA has added additional equipment, in the form of Sectionalizers to the area heading north on Main Street. This mirrors similar equipment that was already installed on the line where it tees off to the south on Main St. This will essentially break the line into sections-whereas in the past, if there was an incident on the line north of Levy Rd it would interrupt service on the southern side; now with the Sectionalizers in place, a potential outage should be restricted to the northern portion. As outages cannot be entirely eliminated, the goal of the Sectionalizers is to reduce the number of people affected by the event when an extended outage does occur. Additionally, JEA has reviewed the tree canopy adjacent to the power lines on Levy Rd and Main St. and have identified a few areas that will receive additional tree trimming. At JEA, we are continuously working to improve the reliability in all areas of our service territory.
