MINUTES OF THE SPECIAL CALLED MEETING OF ATLANTIC BEACH CITY
0 COMMISSION, HELD IN CITY HALL AT 7:15 PM ON MONDAY AUGUST 30,
1999.
Present: Suzanne Shaughnessy, Mayor
Richard Beaver, Commissioner
John Meserve, Commissioner
Theo Mitchelson, Commissioner
Also: Alan Jensen, City Attorney
Maureen King, City Clerk
David Thompson, City Manager
Absent: Mike Borno, Commissioner
The meeting was called to order by Mayor Shaughnessy. The Mayor noted that
Commissioner Borno was absent and inquired if he was expected. The City Manager
advised that he was out of town and would not return until the following day, and because
of scheduling conflicts, this was the only day this week on which the meeting could be held.
The Mayor said she would like to have had all Commissioners present for the City Manager
vote.
1. Discussion and related action in connection with the search for a new City Manager
Commissioner Beaver moved to direct the City Manager to contact James Hansen for
the purpose of entertaining him as City Manager. The motion was seconded by
Commissioner Meserve. There was no discussion and the motion carried unanimously.
2. Any other business:
Mayor Shaughnessy reported that the curbs had been installed in Town Center and invited
those who had not already seen them to visit the area and check on the progress of the
construction.
The Mayor reported she had attended a disaster preparedness meeting at the Emergency
Operating Center in Jacksonville that afternoon. She presented documents to the City Clerk
and asked that they be copied for the City Commission. She said she had inquired about the
use of the Beach Boulevard bridge over the Intracoastal Waterway during emergencies and
was advised that they were aware of the situation and had been working with the Coast
Guard to come up with a better arrangement. She said the new agreement was in the process
of being approved which would allow the bridge to open only once per hour and it would be
locked down in the position advantageous to motor traffic six hours before gale force winds
occur.

Minutes - Special Called Meeting
August 30, 1999
With regard to the necessity of holding this Special Called meeting, the Mayor said that an
official action could not be taken out of the public eye and she did not feel polling was a
legitimate way in which to arrive at a decision regarding the next step in the City Manager
search process. She felt it was, therefore, necessary to hold a Special Called Meeting for this
purpose.
The Mayor declared the meeting adjourned at 7:19 p.m.
