The meeting was called to order by Mayor Shaughnessy at 7:15 p.m. Mayor
Shaughnessy explained that Commissioner Beaver was en route to the meeting
and his presence was needed to make a quorum. She recessed the meeting to
7:30 p.m. At 7:30 p.m. Mayor Shaughnessy called the meeting to order and
again recessed the meeting to continue waiting for Commissioner Beaver's
arrival. Commissioner Beaver arrived at 7:42 and Mayor Shaughnessy called
the meeting to order. The Invocation was offered by Mayor Shaughnessy,
followed by the Pledge of Allegiance to the Flag.

2. Recognition of Visitors:
A. Presentation by Ed Preston of the University of North Florida, on
Major Findings from their Hazard Mitigation Baseline Study for
Duval County (City Manager)
City Manager Jarboe introduced Mr. Preston and stated that his presentation
would relate to hurricanes.
Ed Preston presented the major findings of the Hazard Mitigation Baseline
Study for Duval County to the Commission, which is attached and made part
of this official record as Attachment A.
Mr. Preston stated his 15 member steering committee and 20 member
technical advisory committee worked for nearly a year researching the question
of the area's readiness for a major disaster anywhere in Duval County, including
Atlantic Beach.
Mr. Preston indicated that the county had experienced hurricanes, floods,
tornadoes and storms before, with great losses, and it was reasonable to
prepare for them to occur again. He reported that the Federal Emergency
Management Agency (FEMA) was running out of money and would not give
monetary aid in the future unless the governmental entity needing federal aid
could prove it had an emergency preparedness plan in place indicating how it
would mitigate its losses.
Mr. Preston further explained the study was funded by a grant through the
Department of Community Affairs, and the committees had come up with the
following three guidelines for Duval County: (1) recommendations needed to
focus on reducing the risk, (2) provisions for positive growth and development
while reducing risk, and (3) a balance between proposed governmental
regulations and personal responsibility. The Hazard Identification and
Vulnerability Analysis (HIVA) was explained in detail, as well as the benchmark
measures to monitor progress.
Mr. Preston indicated that the critical benchmark in case of a hurricane for the
City of Atlantic Beach was the hours required to mount a full evacuation of
the city. He explained that the committee members had developed a list of
twenty top initiatives to get ready for a storm, and detailed the top five
initiatives, including those of the public and private sectors. Mr. Preston
stated the challenge was to become Florida's most disaster resistant county

through leadership, coordination, research and education. Mr. Preston urged
the Commissioners to participate in the local mitigation strategy, which is being
offered by the Department of Community Affairs, and stated the City of
Atlantic Beach would receive approximately $15,000.00 for voluntary
participation in the planning strategy.
After his presentation, Mayor Shaughnessy requested that Mr. Preston forward
to her a list of the committee members, and he stated he would do so.
Mayor Shaughnessy made the following comments and/or requests:
Commented that relative to the tree canopy as one of the five top
initiatives, the City of Atlantic Beach was in the process of burying its
overhead electrical lines as part of the core city project, and should be
eligible for a credit for this. Mr. Preston concurred and stated he would
have to research how the city could be reimbursed.
Requested that Mr. Preston investigate reimbursement and bring the
information back to her.
Commented that traffic congestion caused when the citizens were
warned of hurricane Bertha resulted in as many cars going to the beach
from downtown Jacksonville as leaving the beach.
Commented that FEMA for years has been coming to the rescue of
those victimized by a disaster and stated that for every 100 linear feet of
beach renourishment, the storm damage to upland structures would be
reduced, including infrastructure, by 50%, and indicated the primary
beneficiaries of a continued renourishment program would be insurance
companies. Mayor Shaughnessy requested that Mr. Preston make her
comments known to be included as part of a strategy because she felt it
was better to insure up front rather than to mitigate after a disaster.
Mayor Shaughnessy felt that in the future credits on insurance rates
should be given for communities who try to protect themselves by beach
renourishment.
City Manager Jarboe stated Director Thompson was already working on the
mitigation and had been in touch with the Department of Community Affairs,
and asked him to comment.
Director Thompson stated he was working on a mitigation strategy for the
entire county, including Atlantic Beach and the other beach cities. He reported

that another grant was available, separate from the grant which was discussed,
which he was working on with Public Works Director Kosoy. Director
Thompson stated the grant had a July 30, 1998 deadline for submittal and he
hoped to bring it back to the Commission within the next few weeks.
As a point of clarification, City Manager Jarboe stated that the city had not
approved additional funding for the underground electrical wiring in the core
city.
Joe Posch of 142 Magnolia Street read a letter he had written to the
Commission concerning the core city project, which is attached and made part
of this official record as Attachment B. Mr. Posch indicated that he had
requested a copies of England, Thims and Miller's field review notes, their
notes from staff meetings and billing statements on June 10, 1998 and had not
received the information.
Mayor Shaughnessy requested that all documents related to Mr. Posch's request
be made available and placed on next Commission agenda for discussion.
A brief discussion ensued concerning the request and comments made in the
letter. City Manager Jarboe stated any request for information should be made
to the City Clerk's office and that office would coordinate the request and make
sure the required documents are available for review.
J.P. Marchioli of 414 Sherry Drive requested a free agenda packet be
provided to a group of citizens called the "Round Table".
Mayor Shaughnessy stated that this request should be addressed by the City
Clerk and due to her absence, it would be placed on the next commission
agenda.
3. Unfinished Business:
A. Discussion and Related Action Concerning the Status of First
Night, a Subcommittee of the Cultural Arts Board (Mayor)
Mayor Shaughnessy read a letter from Cindy Grossberg, Chairperson of the
First Night Committee requesting that discussion of First Night non-profit
status be postponed to the second meeting in July.
It was the consensus of the Commission to defer discussion, and Mayor
Shaughnessy deferred discussion of First Night to the July 27, 1998 meeting.

B. Appointment of a Committee to Review and Recommend Penalties
Related to Animal Attacks
Mayor Shaughnessy read the Mayoral Charge to the Animal Control Review
Committee and appointed the following citizens and staff to the committee:
James Jarboe, David Thompson, Mr. and Mrs. John Poitevant, Sylvia Simmons,
Susie Snead, Nancy White, and Carolyn Woods - Chairperson. Commissioner
Beaver was named Commission Liaison.
For informational purposes, the Mayor distributed the City of Neptune Beach's
recently adopted Animal Control Ordinance. Animal Control Officer Mesquit
distributed information concerning canine attacks which is attached and made
part of this official record as Attachment C.
Mayor Shaughnessy requested a progress report from the committee be placed
on the agenda for the July 13, 1998 Commission Meeting.
The appointments were unanimously approved by the Commission.
4. Consent Agenda:

Motion: Approve passage of Ordinance No. 45-98-13 on final BEAVER X

Mayor Shaughnessy read the ordinance by title only and opened the floor for a
public hearing and invited comments from the audience.
Alan Potter stated he believed there should be no increase in license fees
because it was unwarranted.
Commissioner Beaver explained that the fees for licenses had not been
increased since 1994 and for most licenses the increase would be nominal.
As sponsor of the ordinance, Commissioner Beaver explained the intent of the
ordinance and that the fee placed on a cruise ship classification would cover the
city's costs to train police and fire personnel and adequately prepare them
should an event such as an on-board fire or fuel spill occur.
Commissioner Meserve inquired if the city had formed a definition for a cruise
ship and felt it would not be fair to charge a 50' day cruise boat the same fee as
a 250' casino cruise ship for an occupational license.
After much discussion concerning the cruise ship definition, it was the
consensus of the Commission to defer action and Mayor Shaughnessy
continued the Public Hearing to the July 13, 1998 Commission Meeting.
Staff was directed to include a definition of cruise ship in the ordinance, as
approved by the City Attorney.

J.P. Marchioli of 414 Sherry Drive stated that he had read the ordinance and
felt it was fair, logical and workable.
No one else spoke and the Mayor closed the public hearing.
Mayor Shaughnessy inquired concerning the requirement of fencing a
swimming pool and was told Florida Statutes require a four foot fence around a
swimming pool. The Florida Energy Code was also discussed in relation to
requirements for a sunroom.
There being no further discussion, the motion carried unanimously.
7. New Business:

Commissioner Beaver commented that his business office was located in an area
where feral dogs are a problem and the tranquilizer gun was a much needed
item for the timely capture of the animals because in the past the city's animal
control officer had to wait for the City of Jacksonville to capture the dogs
using this method.

B. Appointment of a Committee to Write the History of Atlantic
Beach (Mayor)
Mayor Shaughnessy appointed Joanna Fletcher and Woodie Winfree to co-chair
the Atlantic Beach History 2000 Committee and requested that they present a
brief report outlining their goals and objectives for the project during the July
13, 1998 Commission Meeting.
The Commission unanimously approved the appointments.
C. Discussion and Related Action Regarding Participation in a Cost-
Sharing Venture to Construct Two Beach Accesses to American
Disabilities Act (ADA) Standards (Mayor)
Mayor Shaughnessy explained that during a discussion with the Bureau and
Coastal Systems of the Department of Environmental Protection (DEP), the
offer was made to fund construction of two handicapped beach accesses on a
50 - 50 cost sharing basis. It was further explained that the DEP was putting
its budget together and the city needed to request the state to participate in the
joint venture with the city.
Some discussion ensued and it was determined the two handicapped beach
accesses would cost approximately $30,000.00. Mayor Shaughnessy reported
that the project would not be funded until 1999 and would occur
simultaneously with the next beach renourishment.
Motion: Request $15,000.00 from the State to cost share on an BEAVER X
equal basis in the construction of two handicapped beach accesses ME SERVE X X
to American Disabilities Act Standards. SHAUGHNESSY X X
Commissioner Meserve stated it was a good idea and would provide access to
the beach for residents of Fleet Landing who use a walker.

A. Discussion of the Budget Calendar.
City Manager Jarboe presented the suggested tentative budget calendar. He
asked the Commission to review the calendar and get back with him to set the
budget workshops/meeting dates.
Since he had never experienced the budget process, Commissioner Beaver
inquired as to the length of past budget workshops , and was told the time
varied from one to three or four hours. He also inquired if they were held in
the evening and open to the public and was told that the meetings held in the
evening and were open to the public.
Mayor Shaughnessy requested that the Commissioners give any changes to the
proposed budget calendar to the City Manager within the next week so they
could be placed on the July 13, 1998 meeting agenda.
Mayor Shaughnessy requested that City Manager Jarboe contact Hugh Greene
and set up the second Goal Setting Session as soon as possible. City Manager
Jarboe stated that he would do so.
B. Discussion Regarding an Ordinance to Prohibit Sleeping, Lodging
or Camping in Public Places.
City Manager Jarboe expressed concern that recent changes to Jacksonville and
Jacksonville Beach ordinances prohibiting sleeping, lodging or camping in
public places would force homeless people to come to Atlantic Beach and
Neptune Beach. He suggested the city look into long-term programs to
address the homeless problem through the state or the City of Jacksonville's
human resources department because these types of problems were not usually
dealt with by a small city and were not part of the city's interlocal agreement
with the City of Jacksonville.
Mayor Shaughnessy inquired as to the next step and City Manager Jarboe
responded that Public Safety Director Thompson would be involved and look
into what Jacksonville Beach was doing. He stated that there may need to be
some fine tuning of the current city ordinance regarding this matter.
Mayor Shaughnessy requested that the City Manager bring his recommendation
back to the Commission during the July 27, 1998 meeting.

C. Emergency Water Problem between 12th and 16th Streets
City Manager Jarboe indicated this was originally considered part of the core
city project, however, a 2" water line became so clogged that the residents
were not getting any water flow into their houses. He reported that it was
handled on an emergency basis in-house due to some health related concerns,
and would be completed this week. City Manager Jarboe stated he would bring
a full report to the Commission once all the costs were calculated.
D. Insurance for First Night
City Manager Jarboe reported that initially the insurance carrier had indicated
the city would not need alcoholic beverage coverage, but has since changed its
mind, resulting in a premium increase from $900.00 to approximately
2,400.00.
City Manager Jarboe indicated the city was still obtaining quotes in search of a
lower premium.
E. Community Garden
City Manager Jarboe stated he would like the Community Garden placed on the
agenda of the next meeting because the city was still working on the guidelines
for use of the garden, and some citizens had expressed concern for the location
of the garden.
F. Inland Water Navigation Presentation
City Manager Jarboe reported he had made a favorable presentation to the
Inland Water Navigation District on Saturday and the city should know within
a week if they would receive a grant for Dutton Island.
G. Guidelines for Use of Tranquilizer Gun
City Manager Jarboe reported that Director Thompson and Chief Campbell
were working on guidelines for the use of the tranquilizer gun and there would
be a straight forward, strict policy on its use. When completed, the policy will
be brought back before the Commission.

Mayor Shaughnessy:
Announced the fundraiser for First Night would be held on Saturday,
June 27, 1998 at 7:00 p.m. on the Blackbeard.
Reported that the City of Neptune Beach was interested in doing a
carrying capacity study, and several citizens had also approached her
regarding the same. She further reported the DCA had a program
available with their goal and objective being to look at what
development communities could accommodate without interfering with
the quality of life. Mayor Shaughnessy indicated grants were available
for such studies and she would like the city to investigate the available
grants and have someone come and make a proposal as to how to
pursue the grants and the costs involved.
Reported the sale of fireworks had been banned in the city due to the
high fire risk.
Requested that the citizens of Atlantic Beach voluntarily observe the
even-odd watering rules adopted by the City of Jacksonville.

Dear Commissioners;
I hereby hand deliver (to Mrs. King) my written request for your
assistance to assure the citizens that they have received the contracted work
product for the payments made for Engineering Services involved in the "Core
City Improvement Project".
In previous letters to the Commission and in my "CERTIFIED MAIL" dated
June 10, 1998 to the Director of Public Works (copy attached) , I have
requested to review certain work product documents that were required by the
England, Thims and Miller(ETM)Agreement signed March 27, 1996. I am now
requesting your assistance to direct the requested public documents be
promptly provided for my review.
It is also my opinion that if the present city government cannot manage
a simple, well written agreement, how can it be expected to manage ten or
twelve million dollars worth of work?
For example:
March 25, 1996. The Commission discussed "curb and gutters".
The ETM consultant stated "He was going to negotiate with the St. Johns River
Water Management District. "
The ETM Agreement requires notes to be taken by ETM of all design/review
meetings. The notes are to be given to the City as soon as practical after the
date of the meeting. Where are these notes?
May 12, 1998. More than two years later the Commission spent
considerable time discussing "curb and gutters".Is the Commission aware
that the "curb and gutter" matter may have caused the Johnson and Howell
Park pollution pond issues? Where are the ETM notes? Why continue to waste
City time? Why can't the Public be told the truth about water quality
requirements?
Another matter of concern is the attached ETM letter/fax dated June 12,
1998. It appears from the words in the letter that Mr. Mathews, Mr. Jarboe
and Mr. Jensen have privately discussed the " ETM AGREEMENT signed March 27,
1996", including legal advice from City Attorney, Mr. Jensen. to
ETM, Mr. Mathews.
Is it proper for the City Attorney to discuss City legal matters without
Commission direction? Are notes of this discussion available for public
review?
It appears that certain City Management Staff are involved and
responsible for the failure to enforce the ETM Agreement signed
March 27, 1996.
Has ETM's Professional Liability Insurance Carrier been notified of
possible claims against the policy?
Does the City Staff, including the City Attorney, provide Professional
liability Insurance to cover and protect the citizens from their failure to
protect the City assets?
The ETM letter/fax dated June 12, 1998 indicates that ETM "would be glad
to negotiate a contract amendment". How many more negotiations can the
Citizens afford?
During the Public Commission meeting of May 12, 1998 Mr. Jensen
indicated that he had reviewed the ETM Agreement signed March 27, 1996.
Mr. Jensen gave his opinion that ETM has completed their contracted work.
Colonel Rice was asked the same question that evening; however, he later
indicated to me that he was not given the task to review the ETM Agreement for
compliance. How could he be expected to give an independent review if his
tasks were limited?
We all learn and hopefully benefit from our mistakes. Would the
Commissioners please show the leadership and planning ability to review the
happenings of the ETM Agreement before plowing ahead. Does our City have a
qualified and experienced management team in place?
ETM has billed, and been paid by the City, for work not performed.
Is anyone responsible for coordinating and approving payment requests against
work performed?
Also included is a copy of the Shorelines article dated June 20, 1998
wherein the city manager acknowledges financial shortfalls. This article
verifies that every City project is over budget. Please commissioners,
demonstrate fiscal responsibility.
I thank the Commission in advance for any assistance to assure the City
received the contracted services. I am, however, seeking outside assistance to
obtain a prompt review of the requested and required Public documents?

PROJECT SCOPE:
1.The intent of this project is to perform final design and prepare construction plans,
prepare construction specifications, assist the City in obtaining specified permits and
assist the City in the Bidding Phase to contract the construction of the following:
Project No. 1
Water distribution system improvements along Sailfish Drive north of Plaza,
Amberjack Lane, Bonita Road and Wahoo Lane. Exhibit A shows the exact area of
improvements.
Project No. 2
Stormwater collection system, sewage collection system and Water distribution
system improvements in drainage areas SM-A; SM-B; SM-C; and SM-E as defined
in the City of Atlantic Beach Stormwater Master Plan dated February, 1995. Exhibit
B shows the exact location of improvements.
Project No. 3
Stormwater collection system, sewage collection system and water distribution
system improvements in drainage basin SM-F and SM-G as defined in the City of
Atlantic Beach Stormwater Master Plan dated February, 1995. Exhibit C shows the
exact area of improvements.
2.The project area is approximately as shown on the attached Exhibit 1, Exhibit 2, and
Exhibit 3.

shall unreasonably delay or defer the obligation of OWNER to make payment of undisputed invoices from
the CONSULTANT as provided herein, as long as such records are in order, and accurately reflect theCONSULTANT'S actual costs incurred.
3.3 Payment is due from the OWNER upon receipt of invoice from CONSULTANT. OWNER shall
make all payments in accordance with the Florida Prompt Payment Act. All requests for payment shallitemizeandidentifywithspecificityfeeschargedinaccordancewiththefeescheduleinExhibit "A".
Appropriate supporting documentation of sub-consultant costs and direct costs incurred external to the
CONSULTANT sufficient to meet OWNER's audit requirements shall be submitted with the appropriateinvoice.
ARTICLE 4 - CHANGES
4.1 This Agreement may be amended, altered or changed only in a written instrument signed byOWNERandCONSULTANT; provided however, that OWNER may reduce the Scope of Services herein
without approval by CONSULTANT.
ARTICLE 5 - LIMITATION OF LIABILITY
5.1 With respect to damages incurred by OWNER arising out of any error, omission or other
professional negligence for which CONSULTANT is responsible hereunder pursuant to the standard
referenced in Article 2.2 hereof, OWNER agrees that CONSULTANT's liability shall be limited to
1,000,000.00 (one million).
ARTICLE 6 - CONSTRUCTION REPRESENTATION
6.1 With respect to construction activities based upon designs and permits procured hereunder,
OWNER agrees that CONSULTANT will not be expected to make exhaustive or continuous on-site
inspections but that periodic observations appropriate to the construction stage may be performed. It is
further agreed that CONSULTANT will not assume responsibility for the contractor's means, methods,
techniques, sequences or procedures of construction and it is understood that field services provided by
CONSULTANT will not relieve the contractor of his responsibilities for performing the work in accordance
with the plans and specifications. The words "supervision", "inspection", or "control", are used to mean
periodic observation of the work and the conducting of tests by CONSULTANT to verify substantial
compliance with the plans, specifications and design concepts. Continuous inspections by CONSULTANT •
does not mean CONSULTANT is observing placement of all materials. Full-tithe inspection means that an
employee of CONSULTANT has been assigned for eight-hour days during regular business hours.
6.2 Should CONSULTANT provide periodic observations or monitoring services at the job site
during construction, OWNER agrees that, in accordance with generally accepted construction practices, the
contractor Nvill be solely and completely responsible for working conditions on the job site, including safety
of all persons and property during the performance of the work and compliance with OSHA regulations, and
that these requirements will apply continuously and not be limited to normal working hours. Any monitoring
of the contractor's procedures conducted by CONSULTANT is not intended to include review of the
adequacy of the contractor's safety measures in,on, adjacent to,or near the construction site.
6.3 With respect to construction activities based upon designs and permits procured hereunder,
CONSULTANT shall provide appropriate certification to OWNER and all permitting agencies reflecting

replacement project in the area identified on Exhibit A. The construction
documents shall be submitted at the 50% and 100% stage for review by the
City.
B. The consultant shall assist the City with the construction bidding of the
project by preparing the bid form and bid documents and responding to
questions in the bid process.
C. Consultant shall coordinate proposed water line construction with utility
companies.
3.Project No. 2 & 3 - Data Collection and Preliminary Design:
A. The consultant shall review readily available documents and meet with utility
companies to obtain the following information.
1.Duval County Tax Panels for master plan base sheets.
2.CHZM Hill Master Plan calculations and documentation.
3.Water distribution system master maps
4.Sewage collection system master maps.
5.Gas distribution system electric, Bell South and CATV master maps.
6.Existing topographic information.
7.Existing television reports of the sewer system.
8.Gee & Jensen Water Master Plan on Autocadd disk
B. Preliminary Design Services:
Using the obtained data and the computerized base maps, the consultant will
accomplish the following tasks.
1.Review the master plan and test alternatives.
2.Conduct a field investigation to review the problem areas in detail.
3.Conduct outfall hydraulic calculations including setting up and
executing a ICPR analysis of the Mayport Road outfall.
4.Conduct onsite hydraulic calculations including preliminary

treatment system analysis and collection system analysis..
5.Meet the St. Johns River Water Management District staff in a
preapplication conference in their office and in the field to present
and evaluate alternatives.
6.Analyze the impact of curb and gutter roadways versus swale section
roadways.
7.Prepare a written report on the findings of the review including
alternative evaluations and preliminary cost estimates.
8.Conduct a presentation of the findings to the City Commission in a
public hearing format including exhibits, sketches and cost analysis.
4.Permitting:
Based on the selected alternatives, the consultant will prepare engineering
calculations, engineering plans and other required engineering documents, and make
application for regulatory permits including responding to Requests for Additional
Information for the following:
A. St. Johns River Water Management District Environmental Resources Permit
B. U. S. Army Corps of Engineers Dredge and Fill Permit
C. Duval County Public Health Unit
D. Department of Environmental Regulation
All wetland analysis and mitigation design will be performed by Environmental
Services, Inc. on a reimbursable basis.
5.Project No. 2 Construction Documents:
A. Submittals:

4.Final 100% Submittal:
Up to 5 sets. of drawings and specifications, with any revisions
resulting from 90% review comments, shall be furnished at the
completion of this phase.
a.A final Opinion of Construction Cost shall be furnished,
using the bidding documents incorporated in the
specifications.
5.Following acceptance of the 100% completion submittal, 20 sets of
drawings and 20 sets of specifications for construction shall be
furnished to the City for bidding. Drawings and specifications shall
be bound and ready for distribution.
6.The City will advertise, receive, open bids and write.and award the
construction contract(s).
7.Design Reviews: When submitting drawings at the 30%, 60%, 90%
and 100% completion points, the Consultant anticipated that the City
will respond to each submittal within two (2) weeks review time.
After the completion of each review, the Consultant will attend a
review conference to discuss agency comments. In addition, if
directed by the City, a review will be held at the project site. Any
changes, refinements, or modification developed in each review shall
be incorporated into the design or otherwise resolved before
proceeding with the next design phase.
8.Bidding Phase Services: The following services will be performed

by the Consultant for the three construction projects.
a.Assist the City concerning interpretation of the intent of
contract document during bidding/negotiation period.
b.Evaluate all bids to determine compliance with construction
documents.
c.Recommend to the City the lowest responsible bidder.
d.Conduct the Pre-Bid Conference.
6.Project No. 3 Construction Documents:
A. Submittals:
1.Preliminary Design 30% Completion Submittal:
Up to 5 sets of preliminary drawings shall be furnished to the City at
the completion of this phase. The plans shall include the following
items as a minimum:
a.Location Map.
b.Right-of-way maps showing existing right-of-ways,
centerline of right of way/survey baselines and corresponding
control.
c.Typical sections for anticipated improvements including
dimensions and curb and gutter sections.
d.Plan and profile sheets showing existing topography,
reference points, survey baselines, existing ground elevations,
existing and proposed right-of-way and easement lines,
benchmark datum, existing utility poles, pipes and structures
and preliminary outline of proposed improvements.
e.Plans shall indicate the locations of soil borings and soil
boring logs shall be submitted.
f. The locations of protected trees, within the right-of-ways and
preliminary design indicating proposed tree removal.
g.Drainage area maps.

Order.
D. Conduct Public Relations services including notification of area residents of
pending work items such as surveying, utility testing, and construction
related activities. In addition, the consultant will coordinate with the City.of
Atlantic Beach for press releases concerning project updates and schedule.
E.Prepare a tree mitigation plan for submittal to the City of Atlantic Beach Tree
Board for a site clearing permit.
F.Using existing documents, the consultant shall map the existing waste water
system on the roadway base sheets in AUTOCADD for the production of
sewer system master maps for the entire City of Atlantic Beach collection
system.
III. TIME SCHEDULE
The total time allowed for this Work Authorization shall be 255 working days (5 days/wk)
excluding time consumed by the City Review. Upon Notice to Proceed for each task,
Consultant shall submit a detailed schedule for each task.
IV. MEETINGS/CONFERENCES TO BE ATTENDED BY THE CONSULTANT
1.One (1) pre-design meeting with City staff.
2.Up to ten (10) intermediate submittal review meetings with City staff.
3.Up to ten (10) periodic informal design meetings with City staff.
V. ADDITIONAL REQUIREMENTS
1.All design criteria shall be based on the "Manual of Uniform Minimum Standards
for Design, Construction and Maintenance for Streets and Highways, State of
Florida", latest edition; the current edition of the City of Jacksonville "City

Standards", Florida Department of Transportation standards; and the American
Association of State Highway and Transportation Officials Policies and Guidelines.
2.All drainage recommendations shall be based on the City of Jacksonville City
Standard Specifications and Details and the regulations and policies of applicable
jurisdictional permitting agencies.
4.Provide dialogue with utility companies as appropriate.
5.Plans shall be standard 24" x 36" Mylar or CADD Vellum Sheets with 22" x 34"
inside borders, at scales approved by the City Project Manager to allow 'A size
printing.
6.Specifications shall be on standard 81/2" x 11" paper.
7.The City shall be the Owner of final documents.
8.The Consultant shall take notes.of all design/review meetings held with City and
regulatory agencies. These notes shall be transcribed and furnished to the City
Director of Public Works for concurrence as soon as practical after the date of the
meeting.
9.In addition to project delivery requirements otherwise specified, the Consultant shall
deliver all final drawings to the City in electronic form using either a standard .dxf
format and in layers prescribed by the City's Project Manager.
W. NOTICE TO PROCEED
No work on this project shall be performed until a contract has been executed and a Notice
to Proceed is issued which specifically authorizes such work.
