COMMISSION HELD IN CITY HALL, 800 SEMINOLE ROAD, AT 7:15 PM ON WEDNESDAY

The meeting was called to order by Mayor Shaughnessy who indicated that Kelly Elmore, the design
architect of the proposed Bull Park improvements, would be late and requested that the City
Commission proceed with the workshop meeting on the utility contract with the Navy and the
proposed sewer line to the Village of Mayport. There being no objections the Mayor called a recess
and proceeded with the workshop.
All interested parties being present, the Mayor reconvened the meeting at 8:10 PM.
1. Discussion and possible action in connection with a sculpture in Bull Memorial Park
Woody Winfree, of the First Night organization, indicated that the construction of the sculpture was
planned to coincide with the First Night activities and would be dedicated to the city. She introduced
Sharla Valeski, the artist, who provided each commissioner with a description and color rendering
of the sculpture, along with a sketch of a portion of Bull Park indicating possible locations for the
sculpture. Ms. Valeski indicated that the materials would be purchased by First Night and she would
donate her labor. She described the structure in detail and responded to questions from the City
Commission.
Dezmond Waters, Chairman of the Recreation Advisory Board, indicated that the Recreation Board
had reviewed the proposed sculpture and liked the idea of interactive art. However, in view of the
two-year intensive process which had been conducted in order to design a park which would be
approved by the community, he felt it was unwise to change the design of the Bull Park improvements
at this stage to include the sculpture.
Kelly Elmore also indicated he liked the idea of art in the parks and would like to see the sculpture
incorporated but not at this location. He felt that thought should be given to finding a proper
location where the sculpture would be a focal point.
Mayor Shaughnessy also indicated that she would like to accept the gift and inquired whether First
Night and the artist could recommend alternate locations.

Commissioner Beaver inquired regarding the materials to be used. Ms. Valeski responded that most
of the components were of galvanized steel and some concern was expressed that the galvanizing
material would wear away quickly on the moving parts and the structure would rust quickly. Ms.
Valeski indicated she would expect the sculpture to be removed when it deteriorated.
Commissioner Mitchelson expressed concerns regarding the liability to the city and the safety of
children due to moving metal parts and loose rocks.
Dezmond Waters suggested that one of the city's three triangular parks may be an acceptable
location. Commissioner Borno felt that it was apparent that Bull Park was not an acceptable
location for the sculpture and requested that the City Commission rule this location out for
further consideration. The City Commission unanimously agreed.
Following further discussion, Ms. Valeski agreed to make some changes based on the discussion this
evening. She said she would submit sketches of the amended design to the City Manager within forty
eight hours. The City Manager will then fax the plans to the city's insurance carrier for their review
to see if it would be covered under our current policy. The matter will then be brought back to the
City Commission for final approval.
There being no further business to come before the City Commission,the Mayor declared the meeting
adjourned at 9:10 PM.

SUMMARY OF THE WORKSHOP MEETING HELD IN COMMISSION CHAMBERS ON
WEDNESDAY, NOVEMBER 12, 1997.
The meeting, which was held for the purpose of discussing a proposed contract with the Navy for
utility service to Navy facilities, and the proposed construction of a sewer line to serve Mayport
Village, was called to order by Mayor Shaughnessy. Present, in addition to the Mayor, were
Commissioners Beaver, Borno, Meserve and Mitchelson. Also present were City Manager
Jarboe, City Attorney Jensen, and City Clerk King.
The City Manager reported the city had had a contract with the Navy for utility service in the
1980's. However, he indicated he had been unable to get the Navy to renegotiate the contract and
had been charging them outside-city rates since 1993. He indicated that negotiations with the
Navy were difficult since this matter was handled by an office in Charleston. He has been trying
to get the Navy to sign an agreement formalize the rates and also address matters such a penalties
for late payment.
With respect to the proposed sewer line to serve the Village of Mayport, the City Manager
reported that the only two areas presently not included in the city's service area, were the Village
of Mayport and the Navy Base. He said he would continue his negotiations with Jacksonville
regarding the installation of the sewer line which would be connected to the Buccaneer sewer
plant. He explained the suggestion to instal a sewer line had come from the Coast Guard which
has been operating a package plant. The cost of construction would be shared by the Coast
Guard and Jacksonville and, billing for service, and maintenance would be the responsibility of
Jacksonville. Atlantic Beach would receive revenues of approximately $145,000 for treating the
sewage. Mr. Jarboe felt this would be a good deal for both Atlantic Beach and Jacksonville and
indicated that the result of the negotiations would be brought to the City Commission for final
approval, possibly within the next month.
Discussion ensued and Commissioner Meserve indicated that the only reason Jacksonville was
interested in installing this sewer line was that Atlantic Beach would handle the sewer treatment.
While Jacksonville would get some revenue from the line, it would only be sufficient to cover
maintenance costs.
Mayor Shaughnessy inquired whether the city would have to expand the Buccaneer plant to
handle the additional flow and the City Manager indicated that this would happen eventually, but
probably not until the Wonderwood connector was completed.
Following further discussion, Commissioner Mitchelson inquired whether the $145,000 was the
net revenue, and if not, what was the difference in net and gross figures? The City Manager and
Finance Director were directed to get back to Commissioner Mitchelson on this matter.
There being no further discussion, the Mayor declared the meeting adjourned.
