Present: Commissioners Meserve, Reed, Rosenbloom and Shaughnessy
City Manager Jarboe, City Planner Worley, Recreation Director Johnson, and City

Absent: Mayor Fletcher (ill)
The meeting which was held for the purpose of receiving public input and reaching a consensus
regarding improvements to Bull Memorial Park, was conducted by Ed Preston, Training and
Development Associate with the Center for Leadership at the University of North Florida.
Mr. Preston gave a brief overview of the process which he intended to use for the meeting. He then
divided those present into four groups to discuss and reach consensus on matters such as, who is the
park for, what is the purpose of the park, and what are the most important issues? Following the small
group discussions ideas were presented to the group as a whole and common ideas were identified.
The small groups then discussed more specific areas of the park such as sidewalks, green space and
landscaping; memorial monuments; pavilions/shelters; parking; desired uses for community center;
kids playground; and tennis court, following which they again reported on the conclusions/consensus
of the group.
Issues of importance or concern and common ideas were again identified and discussed by the entire
group, following which Mr. Preston indicated he would present his report for City Commission
consideration.
The meeting adjourned at 9:00 pm.
