COMMISSION HELD IN CITY HALL, 800 SEMINOLE ROAD, AT 7:15 PM ON MONDAY,
OCTOBER 21, 1996

1. Presentation by Dames & Moore and possible Commission action on Tresca Park
Edward G. Czyscon of the firm of Dames& Moore, gave an overview of the site analysis which had
been undertaken by his firm and presented three conceptual plans for the nine-acre parcel located on
the Intracoastal Waterway. He indicated the easterly half of the property was mostly oak hammock
and also contained water and laurel oaks and palmettos. All three designs included an 8-foot wide
elevated boardwalk which meandered through the park with specific areas designated for canoe
launching, bird watching, picnicking, playground, and a senses interpretive garden, and indicated that
the park would be entirely wheel-chair accessible. Copies of the three concept sketches are attached
hereto as Exhibit A.
During discussion it was felt it would be helpful to have multiple canoe launch areas which would
enable launching of canoes at either high or low tide and that the launch areas be located as close as
possible to the parking area. In response to an inquiry regarding whether the canals could be
deepened to better accommodate the canoes, Mr. Czyscon indicated this would be extremely difficult
to do and he did not feel the Department of Environmental Protection would permit such work.
Following a complete discussion of the three plans it was the consensus of the City Commission to
incorporate as many of the most desirable features into the final plan - have at least two canoe
launching areas to allow for canoe launching at high and/or low tide; provide picnic areas which
would not include cooking facilities;provide trash receptacles; include one elevated viewing structure
and maximize other areas for viewing; include signage which would include instructions regarding
tidal problems; include senses garden and separate playground (keep children's playground away
from water). Dames&Moore agreed to report back to the City Commission with a final plan within
thirty days.

2. Discussion of Stormwater financial issues and possible City Commission action
The Mayor announced that there would be no discussion or decision this evening regarding the
proposals which had been presented at the previous Commission meeting regarding Johansen Park.
The City Manager indicated that staff had considered methods of financing the curb and gutters which
had been discussed at the previous Commission meeting and it was his recommendation the City
Commission consider paying for such improvements by assessments. He indicated that the cost of
installation of curb and gutter would be approximately $1.2 million and would require a complete
restructuring of the road. Based on repayment over seven years at an interest rate of 6%, the
estimated monthly payment for the owner of a 50-foot lot would be $28.40. He felt the only
alternative to assessments would be to borrow from reserves, and he was not recommending that the
city do so.
Hugh Mathews of England, Thims&Miller, responded to questions and indicated that the installation
of curb and gutters would include a complete restructuring to lower the roads 12 - 18 inches, thus
providing better drainage from private property. It was pointed out that in addition to being more
aesthetically pleasing,this method would also protect the edges of the road and result in much longer
lasting pavement.
The Mayor invited comments from the audience and some concern was expressed that unless the
outfall to the St. Johns River was enlarged to handle the increased flow, the water would still back
up in Atlantic Beach. The City Manager indicated that staff was working with the City of
Jacksonville regarding improving the outfalls.
A question was also raised regarding the legality of including the roadway design and construction
in the assessments for curb and gutters, and it was suggested the City Attorney look into this matter.
Others present encouraged the City Commission to "do the job right" and if curb and gutter resulted
in a better job and would be longer lasting, then the city should do whatever was necessary to fund
the project.
Following further discussion, Commissioner Meserve moved to direct staff to proceed with curb
and gutter system; use assessments as the process for paying for it; and direct the City
Attorney to make sure the city is legally able to do the assessments in this manner. The motion
was seconded by Commissioner Reed and was unanimously approved.
Commissioner Rosenbloom expressed some concerns regarding moving ahead with the curb and
gutter design at this stage as he felt the City Commission did not have enough information regarding
the estimated cost of the project.

Howell Park-With respect to drainage improvements in the core city area, Hugh Mathews indicated
he had presented three options for storm water management in Howell Park at the last City
Commission meeting. He requested authorization to work with city staff and the St. Johns River
Water Management District to come up with a combination of the lake/channel improvements
concept he had presented.
Commissioner Rosenbloom indicated he liked the idea of a lake but would like to be able to control
the water level so the lake would look better aesthetically. Following further discussion it was
generally agreed that the proposal to enlarge and deepen the channel may be the best option as it
would be less intrusive to the park. It was also pointed out that less of the recently constructed
boardwalk would be lost in this construction of this option.
3. Action on Resolution No. 96-48: A RESOLUTION OF THE CITY OF ATLANTIC
BEACH, RECOGNIZING CITY GOVERNMENT WEEK, OCTOBER 20-26, 1996, AND
ENCOURAGING ALL CITIZENS TO SUPPORT THE CELEBRATION AND
CORRESPONDING ACTIVITIES
Mayor Fletcher presented in full, in writing, Resolution No. 96-48. Commissioner Reed moved for
adoption of the resolution. The motion was seconded by Commissioner Meserve and carried
unanimously.
There being no further business to come before the City Commission,the Mayor declared the meeting
adjourned at 9:40 PM.
