MINUTES OF THE ATLANTIC BEACH BUDGET WORKSHOP HELD IN COMMISSION
CHAMBERS AT 6:00 P.M. ON WEDNESDAY, AUGUST 23, 1995.

In the absence of the Mayor, who arrived at 6:10 p.m.. the meeting was called to order by Mayor
Pro Tern Waters.
General review of capital improvement program - overview of financing measures
by Finance Director Ann Meuse
Ann Meuse reviewed the Capital Improvement Program section of the budget and explained in
some detail the projects which were proposed under the new financing, which included
improvements to Howell Park, the purchase of a new fire truck, 800 MHZ radio tower, addition
to the Public Safety building, and the lifeguard building, totaling $847,865. She also reviewed the
proposed funding sources, including grants, gas tax, convention development tax, Renaissance
funds, etc. Commissioner Waters inquired whether funds were included for storm water
improvements and Bob Kosoy explained moneys were budgeted to replace main trunk lines and
property owners could then use yard drainage lines to move the water from their property to the
main lines. He explained, however, that the proposed improvements would not improve the
drainage problems in the Aquatic Gardens area since drainage in that area was dependent upon
the drainage system downstream being maintained by Neptune Beach. It was agreed that staff
needed to work closely with Neptune Beach in this regard.
In discussions regarding capital improvement projects, it was agreed these projects should be
coordinated to provide a minimum amount of disruption and to make sure underground projects
were undertaken together.
Discussion ensued and it was explained it would be necessary to have an independent engineering
report in connection with the new financing and the City Manager indicated he would start
working on a request for proposals (RFP) immediately.

Commissioner Weiss felt the city needed to assign a couple of employees to ditch maintenance to
keep the ditches clear of debris and vegetation so the ditches could provide the maximum flow.
Street end irrigation systems: A preliminary estimate of the cost to provide irrigation at each of
the street ends was distributed and discussed. Commissioner Rosenbloom felt the city should
encourage citizen participation in landscaping and beautification projects by offering matching
grants. He felt money should be budgeted and used on a first come-first served basis. The City
Commission agreed with this suggestion and directed the City Manager to draft a resolution to
formalize this policy. Commissioner Waters requested that the city develop a similar policy to
encourage citizens to offer trees to the city.
Improvements to the Public Safety Building: Fire Chief John Ruley distributed and reviewed
sketches of proposed modifications and addition to the Public Safety Building. The plans were
discussed and the City Commission agreed that it was a good plan and would meet the city's
needs.
Repairs to Howell Park: Recreation Director Timmy Johnson presented his recommendations
for bring Howell Park up to standard. He indicated that the park had deteriorated to the point
that major work was needed, including replacement of eight bridges, grinding down roots and
refurbishing pathways, adding trash cans, etc. Commissioner Weiss expressed concern about
cutting roots and damaging trees and felt it may be better to build the pathways up with mulch.
Commissioner Waters felt the park was under used and felt could be used by Atlantic Beach
Elementary School for education purposes by adding small changes such as labeling trees by
species and requested that Mr. Johnson invite Atlantic Beach Elementary School to be involved in
the planning.
Commissioner Rosenbloom felt the entrance needed to be opened up and made more attractive to
encourage citizens to utilize the park more. He noted that the city had spent large sums of money
in the previous year on parks which he felt would benefit only a small section of the community
and he cautioned the City Commission on projecting the appearance of being a"parks"
commission.
There being no further discussion, the meeting was adjourned at 8:25 p.m. and it was agreed
additional workshops would be necessary.
