09-19-95 v MINUTES OF THE SPECIAL CALLED MEETING HELD IN COMMISSION CHAMBERS, 800 SEMINOLE ROAD, AT 5:00 PM ON TUESDAY, SEPTEMBER 19, 1995 Present: Lyman T. Fletcher, Mayor Steven M. Rosenbloom, Commissioner Suzanne Shaughnessy, Commissioner J. Dezmond Waters, III, Commissioner Robert G. Weiss, Commissioner Also: Alan C. Jensen, City Attorney Kim D. Leinbach, City Manager Maureen King, City Clerk The meeting was called to order by Mayor Fletcher who gave an overview of the litigation with Jacksonville. He acknowledged former Mayor Gulliford, under whose leadership the matter had first been discussed and investigated;the members of the previous City Commission; the people who had worked on the fact finding committee; staff members and all those who had been involved in the negotiation process. Mayor Fletcher reported he had worked with Mayor Delaney since his election and thanked Mayor Delaney for the spirit of cooperation which had existed. He indicated he would continue to work with Mayor Delaney to develop a good working relationship with the City of Jacksonville. Mayor Fletcher reviewed, in detail, the proposed agreement between the City of Jacksonville and Atlantic Beach, a copy of which is attached hereto and made a part hereof. He explained this new agreement would amend the 1982 agreement but would not replace it. He also pointed out the proposed agreement did not have a termination date and would continue until a new interlocal agreement was entered into by both parties. Mayor John Delaney joined the meeting at 5:42 p.m. Following the review of the proposed agreement Mayor Delaney, Mayor Fletcher and the City Commissioners responded to questions from the audience. Following the question and answer period, Commissioner Shaughnessy moved to approve the agreement between the City of Jacksonville and Atlantic Beach as currently written. The motion was seconded by Commissioner Waters and was unanimously approved.
