03-15-94 v MINUTES OF THE STRATEGIC PLANNING SESSION OF ATLANTIC BEACH CITY COMMISSION HELD IN CITY HALL CONFERENCE ROOM ON TUESDAY, MARCH 15, 1994 Commission Members Present: Lyman T. Fletcher, Mayor Suzanne Shaughnessy, Commissioner J. Dezmond Waters, III, Commissioner Robert G. Weiss, Jr. , Commissioner Commission Member Absent: Steven M. Rosenbloom, Commissioner Staff Present: Kim D. Leinbach, City Manager James Jarboe, Deputy, City Manager Maureen King, City Clerk The meeting was called to order by Mayor Fletcher and a brief discussion ensued regarding problems with yard trash collection. The City Manager explained he had challenged the Public Works Director to provide a level of service and at a cost comparable to private contractors or the city would be forced to contract out solid waste collection. Mayor Fletcher reported that Finance Director Ann Meuse had found, and the annual audit would confirm, that certain problems existed with the city' s financial record keeping. Many of these problems were due to the change from quarterly to monthly billing for utility services and the change from the old computer system to the AS-400. Ann Meuse was working hard to correct the situation and Joe Welsh of Purvis, Gray & Company would be in City Hall working with Ms. Meuse to help resolve the problems. Discussions at the next meeting will concentrate on how the budget could be restruc- tured to make it simpler and more user-friendly. Discussion ensued regarding the proposed Commission policy manual and the City Manager and City Clerk agreed to get together and come up with a list of matters on which it would be beneficial to have written Commission policies. Mayor Fletcher felt the City Commission should concentrate on a few areas at a time and suggested as priorities, fiscal responsibili- ties (budget, and the cost of providing basic services ) , parks ( including tree planting, beautification, and a gardener) , and solid waste. Commissioner Shaughnessy felt code enforcement should also be considered as a priority matter. Discussion ensued relative to land acquisition and Commissioner Weiss reported he had talked with Mr. Tresca regarding his property in Section H and he felt it may be possible for the city to Page Two Minutes of Strategic Planning Session March 15, 1994 purchase that property. Mayor Fletcher agreed to look into the possibility of acquiring Dutton Island and Commissioner Waters agreed to check into the feasibility of acquiring property owned by Alice Richardson.
