04-19-94 v MINUTES OF THE STRATEGIC PLANNING SESSION OF ATLANTIC BEACH CITY COMMISSION HELD IN CITY HALL ON TUESDAY, APRIL 19, 1994. Commission Members Present: Lyman T. Fletcher, Mayor Suzanne Shaughnessy, Commissioner J. Dezmond Waters, III Robert G. Weiss, Commissioner Commission Members Absent: Steven M. Rosenbloom Staff Present: Kim D. Leinbach, City Manager James Jarboe, Deputy City Manager Maureen King, City Clerk The meeting was called to order by Mayor Fletcher and a general discussion ensued. The City Clerk was directed to purchase a large planning calendar to keep track of the schedule of meetings and post it in City Hall lobby. Discussion ensued regarding collective bargaining negotiations and the Mayor requested that negotiations begin early and that a date prior to the conclusion of the budget process be established by which, if agreement is not reached, the city would declare impasse so that a hearing could be held and contracts approved prior to the beginning of the new fiscal year. The City Manager reported a meeting of the general employees not included in a collective bargaining unit had been held to discuss the advisability of joining the union. He indicated he had appointed a committee of employees to study the matter and report back to him. Discussion ensued regarding recapturing the hospital taxes and the Mayor felt the funds could be used to purchase additional land. He suggested a sunset clause which would allow the tax to be discontinued when the property was paid for. The City Manager reported that Neptune Beach was attempting to get Jacksonville to provide fire service to their city. He suggested if negotiations were not successful that it might be beneficial to both cities if agreement could be reached for Atlantic Beach to provide fire service to Neptune Beach. Discussion ensued regarding vacation schedules and the Mayor indicated he would be on vacation from mid July to mid August. He expressed a desire to get started early on the budget and it was decided to hold budget workshops during the three strategic planning sessions in May, as follows: May 3 - general fund; May 17 - enterprise funds; and May 31 - personnel and special funds. ( Discussions will relate to the 1993/94 budget since 1994/95 budget will not be available at this time) . Budget workshops were also scheduled for 7: 15 PM on Monday, June 6 and June 20, at which time Page Two Minutes of Strategic Planning Session April 19, 1994 it was hoped revenue and expenditure projections would be available, and the Mayor indicated he would work with Kim and Ann regarding scheduling of meetings to comply with the TRIM requirements. Executive sessions ( shade meetings) to discuss collective bargaining were scheduled for 7: 15 PM on May 11 and May 16. Jim Jarboe noted that mediation in connection with the law suit with Jacksonville would be held on May 25 and June 20. Discussion then ensued relative to budget workshops for the fiscal year 1994/95 budget and Kim Leinbach indicated Finance Director Ann Meuse had indicated she would change the format of the budget somewhat and this should make it easier to understand. Regular planning sessions would be held at 4: 30 PM on June 7 and June 21 . It was decided to cancel the strategic planning session on July 5 and hold an evening budget workshop at 7: 15 PM on Wednesday, July 6. Budget workshops were tentatively set for 7: 15 PM on August 24 and 29 . Commissioner Weiss felt security at City Hall should be increased. He felt security doors or gates should be added to prevent people from walking through the building at will . The City Manager indicated there were plans to add security cameras in the cashiers ' area and telephone conversations would be taped and the matter of security would be pursued further. Commissioner Shaughnessy asked for a report on the recent meeting of the three beaches mayors and Mayor Fletcher indicated he felt the meetings were beneficial and a good working relationship had developed among the three mayors. He indicated discussions at their meetings included joint projects such as the communications tower and sewer outfall line. Following further discussion, the Mayor declared the meeting adjourned.
