01-17-90 v MINUTES OF THE MEETING OF THE COMMITTEE OF THE WHOLE HELD AT 7:00 PM ON
WEDNESDAY, JANUARY 17, 1990 IN JACKSONVILLE BEACH COMMUNITY CENTER
The meeting had been coordinated by James Jarboe, Jacksonville
Councilman for District 3 for the purpose of informing the general
public of the status of the proposed Wonderwood Expressway and providing
an opportunity for citizens to ask questions and make comments on the
matter to those officials in attendance.
Mr. Jarboe called the meeting to order and introduced the panel which
included Congressman Charles E. Bennett, Senator Bill Bankhead,
Representative Joe Arnall, Jacksonville Councilman Don Davis, members of
the Atlantic Beach City Commission, Jacksonville Beach City Council,
Neptune Beach City Council and representatives from the J.T.A.
Mr. Miles Francis of the J.T.A. , outlined what had taken place thus far
on the proposed corridor and said it was the hope of J.T.A. the project
would be under way by 1995. He briefly outlined a timetable and said he
hoped the project would qualify for federal funds. He said the Citizens
Advisory Committee had been established about a year ago and their
responsibilities were three--fold, namely: to develop purpose, to
establish need, and to choose the alignment.
Mr. Wallace Parker, Chairman of the Citizens Advisory Committee, said
the committee had worked hard and were in unanimous agreement on the
purpose and the need for the new road. The alignment would not be
selected until data from further studies was available.
Mr. Roger Sharp of the J.T.A. reviewed the five proposed routes and
spoke to the number of homes which would be displaced and the cost of
acquiring right-of-ways.
Mr. Jarboe then called on five pre-selected speakers for their
presentations. They were: Admiral Gavin of the U.S. Navy, James Wood,
member of the Citizens Advisory Committee, Dorothy Kerber, citizen of
Atlantic Beach, David Thompson, Atlantic Beach Police Chief, and Jack
Hazard of the Beaches Development Division, all of whom cited various
reasons for the urgent need for the new road.
This was followed by a question and answer period after which it was
announced the Citizens Advisory Committee would hold its next meeting at
Merrill Road Elementary School on February 1, 1990 at 5:30 PM.
Commissioner Cook of Atlantic Beach urged those who supported the
Wonderwood Expressway to attend this meeting and to continue to pressure
the J.T.A. until the road is constructed.
There being no further discussion, Mr. Jarboe declared the meeting
adjourned.
