01-27-90 v 4 Nariums OF THE GOAL SETTING SESSION OF THE MANTIC BEACH CITY COMMISSION HELD AT 9:00 AM ON SATURDAY, JANUARY 27, 1990 AT THE PARKS AND RECREATION OFFICE IN RUSSELL PARK Present were Mayor Gulliford and Commissioners Cook, Edwards, Tucker and Weldon. Also present were City Manager Leinbach and City Clerk King. The City Manager opened the goal setting session and explained its purpose was to discuss policy direction, to identify critical problem areas and to set goals, both short and long range, and to establish priorities. He commenced by having the group do a brief exercise to demonstrate that thinking together as a group produces better results than individuals thinking and acting separately. He then outlined the functions of the City Commission, City Manager and city staff and asked if the City Commission agreed with his assessments. Brief discussion took place regarding the budget and the City Manager explained that he would like department heads to submit their budgets according to their needs. The City Manager would review the budgets and make his recommendations and the budget would be suhnitted to the Commission in its uncut form. Department heads would be invited to the budget meetings to explain their needs and justify their budgets. At this time the City Manager asked the Commissioners to visualize haw they would like the city to be in the year 2000 and present general goals they felt the city should work toward. The following goals were presented: 1. Maintain the attributes of the community (that brought our citizens here in the first place 2. Kccp Atlantic Beach a bedroom community 3. Keep Atlantic Beach residential in nature (current status) 4. Recreational facilities - maintain and improve 5. Keep up with infrastructure - community-wide 6. Cooperation/mutual help among the three beach communities 7. Educate our citizens in all areas relating to the operation and management of the city 8. Maximize the community's image through beautification 9. Enhance the desirability of Atlantic Beach as an employer 10. Acquire land, as economically feasible, for the city 11. Maintain the integrity of the ocean front and the ability of our citizens to access same 12. The City Commission and staff equally represent and serve ALL areas and citizens of the city 13. Every city service pays for itself The City Manager suggested taking the Commissioners on a tour of the city facilities to better acquaint them with the functions and problems of each and they agreed this would be a good idea. The Commissioners were then asked to present individual goals they would like to see accomplished within the next two or three years. Thirty goals were presented and then rated according to priority.
