11-07-90 v CITY OF ATLANTIC BEACH SPECIAL COMMISSION MEETING WEDNESDAY, NOVEMBER 7, 1990, 5:30 P.M. Call to order 1. Jacksonville Beach Lions Club requests permission to conduct a road block at Atlantic Blvd. and Penman Road, November 10, 1990 from 9 a.m. to 4 p.m. relative to fund raising for sight and hearing services to the indigents in the beaches area. 2. Any other business Adjournment MINUTES OF THE SPECIAL MEETING OF ATLANTIC BEACH CITY COMMISSION HELD AT 5:30 PM ON WEDNESDAY, NOVEMBER 7, 1990, IN CITY HALL, ATLANTIC BEACH The meeting was called to order by Mayor Gulliford. Present, in addition to the Mayor, were Commissioners Cook, Edwards, and Weldon. Also present were City Manager Leinbach and City Clerk King. Commissioner Tucker was ill and was excused. The meeting was held for the purpose of reconsidering a request from the Jacksonville Beaches Lions Club to hold fund raising activities at the intersection of Atlantic Boulevard and Royal Palms Drive on Saturday, November 10, 1990. Mayor Gulliford explained at the previous meeting of the City Commission the Lions Club had been denied permission to hold fund raising activities on that particular weekend since that was the day of the annual Florida/Georgia football game. Mr. Dennis McClendon, President of the Lions Club thanked the City Commission for taking the time to meet and reconsider their request. He explained the group had conducted fund raising activities on that weekend for several years and had experienced no problems. This was one of their main fund-raisers and the proceeds raised would represent a substantial portion of their annual budget. Commissioner Cook moved to authorize the fund raising activities as requested. The motion was seconded by Commissioner Edwards. Commissioner Weldon asked what insurance the Lions Club carried to cover such a fund-raiser and Mr. McClendon responded that both personnel and vehicles were covered to the extent of $1 million liability and $500,000 life insurance. A copy of the certificate of insurance is to be submitted to the city by Mr. McClendon. Mayor Gulliford suggested the City Attorney be requested to draft a hold harmless agreement which could be executed by any such organization making similar requests in the future. The question was called and was unanimously approved. * * * * * * * * * * * * * The City had received a letter from Wilmer Clark, Chairman of the Beaches Solid Waste Committee, requesting that each of the three beach cities contribute $100 to provide an operating budget for the committee. Commissioner Cook moved to authorize the contribution from the Sanitation Fund. The motion was seconded by Commissioner Edwards and was unanimously approved. * * * * * * * * * * * * * Commissioner Weldon complimented Commissioner Edwards for his efforts in connection with the passage of Amendment #3. Commissioner Edwards reported the Police and Fire Departments of West Palm Beach had indicated they would sue the Florida League of Cities on the basis that they had used tax payers money for political purposes. * * * * * * * * * * * * * Page Two Minutes of Special Commission Meeting November 7, 1990 Mayor Gulliford commented that the proposal to limit the terms of elected officials had been on the ballot in several states in the recent election and he felt the City of Atlantic Beach may wish to consider this matter before such petitions were circulated in Atlantic Beach. * * * * * * * * * * * * * Mayor Gulliford reported on the recent meeting between the Mayors of the beaches cities and Baldwin and Mayor Hazouri. He said he was in favor of getting back with Mayor Hazouri before the end of the year regarding the needs and recommendations of the various areas. Mayor Gulliford cited in particular, the JEA franchise wherein the city had previously received a 6% franchise fee. This fee has been discontinued and currently Atlantic Beach residents are being charged a 6% surcharge on JEA bills. * * * * * * * * * * * * * Commissioner Edwards recommended the problem with junk cars and neglected properties in the Royal Palms subdivision be addressed.
