MINUTES OF THE SPECIAL MEETING OF THE MANTIC BEACH CITY COMNIISSION
HELD AT CITY HALL ON JUNE 21, 1989, AT 7:00 PM
1. Call to Order
The meeting was called to order by Mayor Gulliford. Present in addition
to the Mayor, were Commissioners Cook, Edwards, Jensen, and Tucker. Also
present were City Manager Richard Fellows and City Attorney Claude
Mullis, and City Clerk Maureen King. The meeting had been called for the
purpose of interviewing two applicants for the position of City Manager,
and action relative to a selection.
2. Continuation of interviews of applicants for City Manager position
Donald B. Cooper of Castle Rock, Colorado, was introduced and the Mayor
asked questions from a suggested list. Questions covered such subjects
as past experiences and accomplishments as a City Manager; relationships
with elected officials, department heads, employees and the press;
strengths and weaknesses, etc. The Commissioners then asked questions of
the applicant who was then given an opportunity to ask questions or
address any concerns he may have. The Mayor then called a ten minute
recess to give Commissioners an opportunity to talk informally with Mr.
Cooper.
Ralph Hester of Lynn Haven, Florida, was introduced at 8:00 PM. He was
asked the questions from the suggested list and then the Commissioners
asked their individual questions and responded to those of Mr. Hester.
This was again followed by a ten minute recess to provide an opportunity
for the Commissioners to talk informally with Mr. Hester.
The Mayor reconvened the meeting and asked the wishes of the Commission
relative to the four applicants who had been interviewed.
Cb missioner Cook moved the position be offered to Kim Leinbach
of Green Cove Springs. The motion was seconded by Commissioner
Edwards and was unanimously approved.
It was the general consensus the caliber of applicants was excellent and
all had been highly rated.
Discussion then ensued relative to when Mr. Leinbach would be available,
and salary and benefits which would be offered, whereupon it was decided
to offer $45,000.00 per year. Other benefits would include health
insurance, sixteen vacation days per year, his choice of retirement
benefits through the ICMA plan or the city's retirement system, and a
city vehicle.
At this point the Mayor requested a brief recess so he could telephone
Mr. Leinbach to see if he was agreeable to the city's offer.
Upon reconvening the meeting the Mayor reported Mr. Leinbach had
indicated he would accept the offer and it was the general consensus it
was not necessary to rank the other three finalists.

3. Any Other Business
Commissioner Edwards confirmed that each Commissioner had received a copy
of a letter he had drafted to Mayor Tommy Hazouri opposing the proposed
plan to renourish the beach with river sand. Don Wolfson said the North
Beaches Association had opposed the project when the beach had been
renourished with river sand some years ago; however, their efforts had
been too late to be successful. He had documents from that effort which
he felt might be helpful and he would give these to Commissioner Edwards.
The City Manager was directed to draft a Resolution opposing the project
as currently planned and also to write State Congressmen soliciting their
support.
There being no further business to come before the Commission, the
Mayor declared the meeting adjourned.
