MINUTES OF THE SPECIAL MEETING OF THE MANTIC BEACH CITY COMMISSION
HELD AT CITY HALL ON WEDNESDAY, JUNE 28, 1989 AT 7:00 PM
1. Call to order
The meeting was called to order by Mayor Gulliford. Present in addition
to the Mayor, were Commissioners Cook, Edwards, Jensen, and Tucker. Also
present were City Manager Richard Fellows, City Attorney Claude Mullis,
and City Clerk Maureen King.
2. Action to amend contract with Gee and Jenson for services relative
to resident project inspection and contract administration for water
treatment plant improvements and water main replacement
The City Manager explained when this proposal had been presented to the
Commission in March 1989, it had included a figure of $88,300.00 for
construction administration and resident project observation. This had
not been brought to the attention of the Commission at the meeting of
June 26, 1989, and the City Manager requested approval of an addendum to
the Gee and Jenson contract to allow the inclusion of this item.
Commissioner Cook moved to approve addendum to the Gee & Jenson contract
to include administrative costs and project inspection in the amount of
$88,300.00. The motion was seconded by Ccwnissioner Tucker and
unanimously approved.
3. Further discussions relative to possible award of Part A, water
treatment plant improvements
The City Manager reported the committee appointed to meet in regards to
the award of Part A of the water treatment plant improvements had met and
he asked Commissioner Edwards, chairman of the committee, to report on
their findings.
Commissioner Edwards said the committee had met for one hour and a half
and little new evidence had come to light.
Andy May of Gee and Jenson said his company was still not assured as to
the capabilities of WPC. He said, however, if the city wished to go with
the low bidder, they would make sure the work was done satisfactorily and
to specifications.
Mayor Gulliford asked that Gee and Jenson contact WPC and ascertain who
the superintendent on the project would be, and to provide the resume of
that individual to the Commissioners for their evaluation. Mayor
Gulliford asked Mr. May to try to establish a start date for Part B which
would be compatible with Part A and in the interest of getting the
project moving, a Special Meeting was scheduled for July 5, 1989, at 7:15
PM.
Commissioner Jensen asked Mr. May if he knew whether WPC had ever worked
with Scott Plumbing, the contractor on Part B. Mr. May responded that he
did not know.
