1. The Oath of Office was administered to the mayor and new
commissioners, William I. Gulliford, Glenn A. Edwards and Adelaide
Tucker, respectively.
2. The meeting was called to order by Mayor Gulliford.
The commission recognized Terry Holtz, 128 Pine Street, who inquired
whether surveys on lifeguard hours had included any information on
the powers of concentration and alertness after eight-hour shifts.
Chief Thompson said concentration on the job had been a concern even
when the shifts were shorter but he felt this was due to younger,
less qualified lifeguards rather than the length of the shift. The
eight-hour shifts had worked well in other areas and he expected the
4110Vlity of lifeguards who would be attracted by a better rate of pay
higher level of training would provide better service to the
city.
Commissioner Cook congratulated the newly elected officials and said
he looked forward to working with them.
Mayor Gulliford reported on meetings with the beaches mayors, and
the mayors of Baldwin and Jacksonville. He said litter on the north
side of Atlantic Boulevard outside the city limits had been
discussed and litter patrols should now be working on that area.
Don Ford said he expected the litter patrols would be doing weekly
clean-ups in Atlantic Beach and should begin in about three weeks.
The mayor also reported Yard of the Month had been awarded to Mr. &
Mrs. Beatty, 306 Twelfth Street, and Dr. & Mrs. Williams, 314
Twelfth Street. Jody Ford, Chairman of the Beautification Committee
said the master beautification plan had reached a point where it
needed to reviewed by the Commission and funding addressed.
The City Clerk was asked to prepare Resolutions relative to unfunded
state mandates and the provisions of the Tenth Amendment to be
brought before the commission at its next meeting.
