The invocation,offered by Commissioner Cook was followed by the pledge to the flag. 1. Approval of the minutes of the Regular Meeting of July 13, 1987 Motion: Minutes of the regular meeting of July 13, 1987 be Cook x x approved as written. Scott Prescott, 306 Plaza, a new resident to Atlantic Beach, com- plained about the police department having his car towed away, costing him a total of $73.00. He called the police department and was told his car was blocking the driveway. The police spokesman also told him they heard he had torn up a previous ticket issued the week before for parking on the grass in front of his house. He explained there was no driveway on his property, only a sidewalk. Mayor Howell responded that it was his understanding Mr. Prescott had been warned the week before he should not to park his cars there. Chief Thompson advised the city adopted an Ordinance prohibiting parking on sidewalks, and instructed the police department to tow any vehicle parked on a sidewalk. Mr. Prescott was cited on 7/3/87 for parking on the pavement, at which time he was warned. He was cited again on 7/8/87. The car was then towed. Commissioner Morris asked Mr. Prescott if he had space for off-street parking, and he replied in the affirmative. 90% of the time he parked in the front, but would not do so in the future. Commissioner Morris told him it was sad, but growth had made the city start to enforce the rules. 3. Committee Reports: A. Report by Commissioner Bob Cook on the Committee recommendations relative to paving and drainage bids for Russell Park Commissioner Cook reported the Committee met on Tuesday, July 21, 1987 .n the City Hall conference room to evaluate bids submitted by three ;ompanies on the paving and drainage improvements in Russell Park, and make a determination as to whether to proceed with the project, and if so, where the funding was to come from, and whether or not the apparent low bidder was qualified. Committee Reports - continued agreed the proposed layout was the best and they recommended the city proceed with paving the parking area at Russell Park. $30,000 wat budget- ed for FY 86-87. The Committee recommended $28,840.00 be transferred oat of General Fund cash reserves to capital projects to fund the balance. Lights were included in the recommendation. Motion: Proceed with the paving and drainage improvements in Cook x x Russell Park, and award the bid to Land Formations, the Edwards x low bidder, in the amount of $58,840.00. $30,000 was budget- Gulliford x ed and the balance of $28,840.00 to come from fund balance Morris x x of Capital Projects. Howell x During discussion, Commissioner Gulliford expressed concern on the ability of the fire trucks to make the turn into the back door of the fire bays. If the parking lot was paved now, and a boxed culvert had to be put in over the ditch later to enable the fire trucks to make the turn, it would impact the parking spaces, etc. which could be costly. Commission discussion and action relative to accepting a sewer line easement across property owned by the Community Presbyterian Church Item 4 was deferred until the next meeting. 5. Discussion by the City Commission on adopting an amendment to the Personnel Rules and Regulations by adding a new Section 4. 12 providing a written policy on the accrual and use of compensatory time Mr. Fellows asked for an amendment to the last paragraph. Insert 240 hours in 30 days in place of 212 hours in 28 days and scratch the rest of the sentence. Motion: Move to amend the Personnel Rules and Regulations Sec.4. 12 Cook x Accrual and Use of Compensatory time in lieu of overtime Edwards x x pay with corrections as noted. Action by the City Commission to hear an appeal by Wesley Bunce of 1144 East Coast Drive appealing a decision of the Community Development Board in denying him authority to subdivide his lot. Mr. Bunce was not present to appeal so the item was passed until the text meeting. 7. Action by the City Commission on recommendation from the Community Development Board on application for use by exception by E. Conrad Cowart to construct mini storage facilities in a CG District. Conrad Cowart to construct mini storage facilities in a CG district, and set a Public Hearing for August 10, 1987. 8. Application by Mealy Street Properties for acceptance for maintenance of the infrastructure improvements in the Mayport Industrial Park Project Mr. Fellows reported all necessary documents had been received, with the exception of the sewer as-builts and the engineer's certification. Botn would be received by the end of the week. Motion: Accept for maintenance the infrastructure improvements in Cook x the Mayport Industrial Park Project by Mealy St. Properties, Edwards x x subject to receipt of the sewer as-builts and the engineer's Gulliford x x certification. Action by the City Commission to grant authority for the use of the Consultants Competitive Negotiation Act for the selection of engineering services in connection with water main improvements in Royal Palms and on Beach Avenue, and for water treatment plant improvements in connection with a report furnished by Connelly and Wicker, Consulting Engineers Discussion was held on methods of selecting engineering services. The suggestion was made to appoint a Committee that was not made up of Commissioners to screen and rank the applicants in one, two and three order. The Commission would approve their ranking. The Committee should be instructed to interview and discuss the matter with each firm that submitted a proposal before they made their ranking. Motion: Authorize the Mayor to appoint a Committee to solicit bids Cook x under the Competitive Negotiations Act and report back with Edwards x a recommendation to the Commission. Ordinance No. 65-87-16 - First Reading AN ORDINANCE CLOSING, VACATING, AND ABANDONING THAT CERTAIN ROAD EASEMENT AND/OR ROAD RIGHT-OF-WAY DESCRIBED IN 0/R VOLUME 2509, PAGES 576, 577, AND 578, MORE PARTICULARLY DESCRIBED AS ALL OF LOT 725, AND THE WEST FIFTY (50) FEET OF LOT 736, ALL AS SHOWN ON THE PLAT OF SECTION 3, SALTAIR, RECORDED IN PLAT BOOK 10, PAGE 16, OF THE PUBLIC RECORDS OF DUVAL COUNTY, FLORIDA; PROVIDING AN EFFECTIVE DATE. Shore & Beach Preservation Association's Conference. He will submit a report on the conference upon his return. PAGE FIVE V V MINUTES NAME OF JULY 27, 1987 COMMRS. MSYN Miscellaneous- continued Mayor Howell announced the Polly B dancers would be arriving home on Friday night at 11:05 p.m. at the airport from the Soviet Union. He encouraged all present to be at the airport to welcome the group home. The Mayor reminded the Commission the contract with Jax Utilities for Buccaneer Water & Sewer District would be coming due soon. Mr. Harry Royal, Finance Director furnished a statement of changes in working capital for the water and sewer system at the request of the City Manager on the Buccaneer plant. The estimates were as follows: Water system, working cash of $33,000 over $6,000 last year. Sewer system, working cash of $113,000 over $61,000 last year. Restricted Assets: Sewer system $763,000 over $486,000 last year. Water system $256,000 over $177,000 last year. Following discussion, Mayor Howell appointed Commissioner Edwards to chair a Committee to evaluate the entire utility system for the city. Commissioners Gulliford and Morris, and Mr. Fellows will serve on the Committee.
