09-21-87 v MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT CITY HALL ON SEPTEMBER 21, 1987 AT 7:15PM The meeting was called to order by Mayor Howell to hear the views of the Public on the tentative budget for the fiscal year beginning October 1,1987, including a discussion of the relationship of Federal Revenue Sharing Funds to the tentative budget, and the adoption on first read- ing of the fiscal 1987-88 budget. The Mayor announced last year's budget was 1.8892 mills for General Services, and .35 mills for debt retirement. The proposed budget was 1.6639 mills for General Services, and .24 mills for debt services. Mayor Howell explained to the audience that was the rolled-back rate. If a house did not go up in assessment this year, the property owner would pay the City of Atlantic Beach the same amount of money they paid in 1986. The Mayor opened the floor for a Public Hearing and invited comments from the floor. He also announced there would be a final Public Hearing on Monday, September 28, 1987. As no one spoke for or against the proposed budget, the Mayor declared the Public Hearing closed. Commissioner Cook moved for passage of the budget on first reading. The motion was seconded by Commissioner Gulliford. During discussion before the vote, Mayor Howell asked if the Inventory Clerk position would be dropped as the individual hired for the position had resigned. Mr. Fellows told the Commission he would like to keep the slot. They would find someone to fill the position. This was an effort by the Staff to follow through on the study done by Deloitte Haskins, who recommended the city undertake a major revamping of our inventory control system. In order to do that, the additional person was needed. As dis- cussed during the Workshop meetings, the City Commission made it clear the position was temporary. Mr. Fellows advised the Commission that the city's utility service agree- ments provide that portions of the charges could be transferred to other people upon the approval of the City Commission. The City currently has a letter of credit in the amount of $98,390. from Alden Road Partnerships for the water and sewer services on a development at the intersection of Mayport Rd. and AIA. Alden Road wished to transfer $61,840. to the Cardinal Industries. Commissioner Cook moved to approve the transfer of $61,840 from Alden Road Partnerships letter of credit to Cardinal Industries. The motion was seconded by Commissioner Gulliford and carried unanimously. * * * * * * * * * * * * * * * * * * * * * Mr. Fellows reported receipt from the Environmental Protection Agency an additional grant of $6,784 on Part II and Part IV of the Sewer Improvement Program. Commissioner Gulliford moved to accept the grant. The motion was seconded by Commissioner Morris and carried unanimously. PAGE TWO MINUTES SEPTEMBER 21, 1987 Commissioner Gulliford corrected Mayor Howell on his opening statement. If a house did not go up in assessed value, the property owner's taxes would go down.Their taxes would not remain the same. Mayor Howell brought to the attention of the Commission the need to re- classify the City Clerk's assistant to Grade 106, Step 1. There were no objections from the Commission.
