Any other business Adjournment tA\ MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT CITY HALL ON JANUARY 3, 1986 AT 5:00 P.M. Mayor Howell called the special meeting to order at 5:00 p.m. for the purpose of hearing a report from the Committee on cleaning, televising, and sealing of a portion of the City's sewer collection system. Those present were Mayor William S. Howell, Commissioners Robert B. Cook, Sr. and Glenn A. Edwards; City Manager Richard C. Fellows, and City Clerk Adelaide R. Tucker. Commissioner Edwards reported the committee met on three occasions to discuss the proposals of the two low bidders, Altair Maintenance Services, Inc. of Longwood, Florida, and Southern Line Cleaning of Sanford, Florida. During the discussions it became apparent that a flow monitoring study concluded September, 1983 under the auspices of Robert Bates and Associates, provided the basic ground work for the next step in isolating the problem areas in the collection system which is a flow isolation study. This would be more appropriate at this time than the more expensive cleaning and televising. After a full discussion of the merits of the various alternatives, the committee voted unanimously to recommend to the City Commission that all bids be rejected and the committee be authorized to seek sealed proposals for a flow isolation study utilizing the flow monitoring report of September, 1983 as the basis for more precisely defining the real trouble spots in the City's sewer collection system. Following the results of the flow isolation study, the use of television for cleaning and inspecting lines for purposes of sealing would be more appropriate, and probably less expensive. Commissioner Edwards moved that all bids be rejected and rebid for a flow isolation study.
