MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT CITY HALL ON MONDAY, MAY 5,1986 AT 7:15 P.M.
Mayor Howell called the special meeting to order at 7:15 p.m. for the purpose
of receiving bids for Part 4 Atlantic Beach sewage improvement project - Re-
habilitation of existing sewer plant. Those present were Mayor William S.
Howell, Commissioners Robert B. Cook, Sr. , Glenn A. Edwards, William I.
Gulliford, Jr. , and John W. Morris, Jr. ; City Manager Richard C. Fellows, and
City Clerk Adelaide R. Tucker.
The following bids were received and opened:
1. Elkins Industrial Constructors, Jacksonville, Fl.
2. J. W. Meadors & Co. , Jacksonville, Fl.
3. Ortega Industrial Contractors, Jacksonville, Fl.
4. Water Processing Co. , Jacksonville, Fl.
Bid tabulation is attached hereto and made a part hereof.
Commissioner Morris moved to send all bids to Committee. The motion was
seconded by Commissioner Gulliford.
During discussion before the vote, Commissioner Gulliford asked the amount of
the estimate. Mr. Bates replied $850,00, but a couple of items were added. The
question was called and the motion carried unanimously. Mayor Howell appointed
the Sewer Committee, Commissioner Edwards, City Manager Fellows, and Public
Works Director Braid to review the bids and report back at the next meeting.

Mayor Howell asked if there were any objections to presenting a Resolution
for consideration. As there were no objections, the Mayor presented in full,
in writing Resolution No. 86-5, a Resolution requiring two signatures on all
checks. Any two (2) of the following persons, Harry E. Royal, Finance
Director, Richard C. Fellows, City Manager, and Adelaide R. Tucker, City Clerk
are authorized signers for the said City.
Commissioner Cook moved for passage of Resolution No. 86-5. The motion was
seconded by Commissioner Gulliford and carried unanimously. No discussion
before the vote.

There being no other business to come before he Commission, the Mayor
declared the meeting adjourned.
