Item 8AAGENDA ITEM # 8A JANUARY 26, 2009 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: System Development Charge for Sewer Connection 1115 Stock Street SUBMITTED BY: Jim Hanson Ci ,~,ua DATE: January 15, 2009 BACKGROUND: The city adopted new system development charges for water and sewer connections based upon a study done by a consultant effective on December 1, 2008. Normally, the fees are to be paid at the time of connection, although the Commission made one exception for those septic tank owners who will be required to connect to the sewer system to pay the old impact fee prior to December 1, 2008 but not have to hook up to the city sewer system until their original deadline when their assessments expire. The City was contacted two days after the expiration of that deadline by Michael and Judy Nelson of 1115 Stock Street wanting to pay the old sewer impact fee of $1,250. They currently use a septic tank and had been notified of the opportunity to pay under the old fee schedule before December 1 Sc They were told that the time to pay the older fee had already passed and that they would need to pay the new fee of $4,050 when they hooked up to the sewer system. They have since provided documentation that Michael Nelson was in the hospital at approximately that time and was unable to get the fee paid before the deadline. Consequently, they have submitted a letter requesting to be allowed to pay the original fee at this time. BUDGET: Accepting $1,250 under the old impact fee schedule would certainly amount to less revenues than the City would receive under the new system development charge schedule of $4,050. One partially offsetting factor is that the City would receive the money now versus later when the septic tank is eliminated several years from now. RECOMMENDATION: Decide whether or not Mr. and Mrs. Nelson should be allowed to pay the lower impact fee charge for a sewer connection. ATTAC~IMENT: Letter dated 12/21/08 from Judy and Michael Nelson. AGENDA ITEM # 8A JANUARY 26, 2009 To the city ofATLANTIC BEACH, FI. , ToWhom it may concern, CITY SEWAGE 1221/08 This letter is concerning the sewage comiection in which my husband was in charge of paying before the end of November. He became very ill and was hospitalized. He is stt71 under the care of several doctors and a lot of medicines. The sewage flee slipped his mind until December 2, 2008 . At this time tned to pay this fee and was told to speak with Donna Kaluzniak. She referred us to Jim Hanson. He said,would have to be decided by the City Counsel. We have a limited income with a lot of medical bills to pay, and a couple of grandchildren to raise. Richard is retired and I'm the only one working. It was a challenge to save up the 51,250 fieebut 1be 64,050 will definitely put a hardship anus . Richard was raised here and we have been a resident ~ Atlantic Beach, since 1985 and in the same home since 1989. We are proud to be a part of Atlantic Beach.
