Item 8DAGENDA ITEM # 8D JANUARY 26, 2009 CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Beaches Trolley Task Force Report SUBMITTED BY: Paul Parsons, Commissioner DATE: January 16, 2009 BACKGROUND: The Jacksonville Transportation Authority (JTA) provided for the first time a beaches trolley service from June 27th through September 1St of last year. The service utilized four trolleys running from south Jacksonville Beach north to Town Center in Atlantic Beach on the weekends from Friday night through Sunday. This was a trial funded by JTA at the request of Jacksonville City Councilmember Art Graham to determine how many people would use the service. The ridership was impressive. The average number of riders on Friday nights was 1,111 passengers, on Saturdays it averaged 1,751 and on Sunday they had an average of 625 users. The service was an important asset to the beaches restaurants and bars by offering a way for patrons to get back and forth safely. Since the trial run last summer, a task force was established to review the service and make recommendations on, among other things, funding to pay for the service in the future. The estimated cost to run this service through the summer of 2009 with four trolleys is approximately $200,000. This would allow a schedule for trolley stops every 15 minutes. Funds are being solicited from many sources including the City of Jacksonville, the Tourist Development Council, three beach cities and from various private sources. Riders will also be charged a small fee (yet to be determined) for use of the trolley. The purpose of this report is to request that the City Commission of Atlantic Beach provide $5,000 to support the trolley during the 2009 summer. BUDGET: The total cost of the trolley service for 2009 would be approximately $200,000. Of this, Atlantic Beach's share is requested to be $5,000. No funds are currently budgeted for this purpose. RECOMMENDATION: That the City Commission vote to add the amount of $5,000 to the City's budget to pay a portion of the cost of trolley service for the summer of 2009.
