Award the annual contract for Polymer for Wastewater Treatment Plants (Bid No. 0809-04) to Ciba Specialty Chemicals at the bid price of $1.45 per pound and authorize staff to purchase a minimum of 3 barrels of polymer from Leachem to keep on site if plant problems arise due to use of new polymer.
