Item 4BAGENDA ITEM #4B NOVEMBER 25, 2002 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Rehabilitation of Ground Storage Tanks at Water Plant Nos. 1 and 2 Bid No. 0203-1 SUBMITTED BY: Donna Kaluzniak, CEP, Utility Director DATE: November 19, 2002 BACKGROUND: After completing an inspection of the ground storage tanks at Water Plant Nos. 1 (469 l lt~ Street) and 2 (2301 Mayport Road), our tank consultant, HGTI, recommended rehabilitation and coating of the tank interiors be completed as soon as possible. There are two 200,000-gallon concrete tanks with aeration and baffiing at Water Plant No. 1, and one 500,000- gallon tank at Water Plant No. 2. A DEP inspection later in the year resulted in a concern over the level of hydrogen sulfide in the tanks, and a recommendation from DEP that the City analyze the effectiveness of the aeration. Although hydrogen sulfide levels have not changed since the plants were placed on line, as an additive alternate, staff included the addition of up to 28 ventilators on the three tanks. This will improve hydrogen sulfide removal from the tanks, which will also extend the life of the tank coatings and structure. The vents specified were from Crom Corporation, however, all, vendors were advised that substitutions could be requested and would be reviewed for approval by HGTI. One vendor, Clifton's Tower Service, Inc., requested a substitution using their custom vents, which was approved by HGTI. Ten contractors attended the Mandatory Pre-Bid Meeting on October 30, 2002 and five contractors submitted bids on November 13, 2002. All five contractors attended the Mandatory Pre-Bid Meeting. AGENDA ITEM #4B NOVEMBER 25, 2002 BUDGET: A total of $80,000 was budgeted for the tank rehabilitation under account no. 400- 5502-533-6300. An additional $10,000 is available in the account that was budgeted for well abandonment at Water Plant #4, which will not be done this year, bringing total available funds to $90,000. RECOMMENDATION: Award the contract for Rehabilitation of Ground Storage Tanks at Water Plant Nos. 1 and 2, Bid No. 0203-1, to Clifton's Tower Service, Inc. in the amount of $90,000.00, to include a ten percent contingency and a portion of the additive alternate for installation of up to 27 new ventilators.
