for We112R

BACKGROUND: The City's 2001 Water Master Plan included a
recommendation to replace Well No. 2, located at the Wastewater Treatment
Plant at 1100 Sandpiper Lane. Geophysical and video inspection in 2001 showed
the well to be in very poor condition.
Request for Proposals No. 0203-2 was issued in 2003 to complete site selection,
design and permitting of this well (We112R), and the top-ranked firm was CH2M
Hill.
CH2M Hill completed the design of the new well and associated pipe work in
2004. However, we asked the engineer to delay the permitting and construction
engineering work, as funding for the well's construction was not available.
Staff verbally negotiated with CH2M Hill to perform the permitting, bidding and
construction engineering work, but could not reach an agreement, as their
proposal was for approximately $100,000.
Therefore staff requested a proposal from the City's General Engineering
Consultant, Bowen Civil Engineering, the only one of the City's annual contract
engineers that included this type of work in their scope.
Staff has reached an agreement on the Scope of Services and Fee Proposal
attached to this staff report.
The Scope of Services includes preparing the permit applications for the Florida
Department of Environmental Protection (FDEP) and assisting with the permit
application for the St. Johns River Water Management District (SJRWMD). Also
included are bidding assistance, construction engineering and inspection services,
Certification of Construction Completion for FDEP, and the Construction Report
and Aquifer Performance Testing Report for SJRWMD. The fee proposal is
$41,775.
BUDGET: Funds for the construction of We112R, including these engineering
services, are budgeted in the Water Fund in the amount of $800,000 under
account number 480-0000-533-63-00.

RECOMMENDATION: Staff recommends Commission approval of the Scope
of Services and Fee Proposal for Permitting, Bidding and Construction
Engineering Services for We112R in the amount of $41,775, and to authorize the
City Manager to sign the contract with Bowen Civil Engineering, Inc.

PERMITTING, BIDDING AND CONSTRUCTION PHASE ENGINEERING
SCOPE OF WORK
I. PROJECT DESCRIPTION:
A. The project consists of permitting, construction engineering, and certification
of a new 16-inch diameter Floridan Aquifer well cased to approximately 490 feet
below land surface. Well will be constructed with open-hole construction to
approximately 900 feet below land surface. Design pumping rate of the well is 1,SOq
gallons per minute. Also included is approximately 9131inear feet of 16-inch
transmission main.
II. PERMITTING:
A. Engineer's responsibilities will include
1. Preparing and submitting the permit applications for construction of
the wellhead and transmission main to the Florida Department of
Environmental Protection (FDEP) as required. All permit application fees will
be paid by the City.
2. Draft and final APT testing plan submittal to the St Johns River Water
Management District (SJRWMD).
3. Assisting the contractor in securing the well construction permit as
necessary.
III. BIDDING AND CONSTRUCTION ENGINEERING
A. Coordinate bidding and award of the project. Engineer shall be
responsible for answering questions that may arise during the advertisement
period, attending the pre-bid meeting, and issuing addenda as needed. The
Owner shall be responsible for advertising the project in a local newspaper
and providing bid sets to prospective bidders via the Internet or paper
copies. The Owner shall maintain the plan holder list. After the bid opening,
the Engineer shall review the bids and provide the Owner with a
recommendation for award not more than five 5 working days after the bid
opening.

B. Provide construction phase services including:
(1) Prepare Contract Documents
(2) Attend Preconstruction conference
(3) Review and process Shop Drawings and 0&M Manuals
(4) Review and process Pay requests
(5) Conduct regular site visits to review the work progress.
The City's Public Work Inspector will perform daily inspection
on the transmission main portion of the project.
(6) Provide oversight of construction of the well by the
hydro-geologist to include field inspections during drilling and
testing to assure compliance with the project technical
specifications. Hydro-geologist shall compile the
hydrogeologic report, construction and testing report on the
well. City will pay costs for all laboratory analyses required by
the SJRWMD.
(7) Answer Contractor or Owner questions
(8) Review Change Order requests and prepare Change
Order(s) if required
(9) Conduct Pre-final and final inspections and generate
punch lists
(10) Review As-built drawings and Record Drawings
obtained from contractor
(11) Certify project completion and prepare FDEP
Certification of Completion forms.

Bowen Civil Engineering, Inc. (BCE) is pleased to submit our fee proposal to continue to
provide assistance to the city in the area of public works/utility projects. This project is
Permitting, Bidding and Construction Administration Services for a new well.
The project to be permitted, bid and constructed was designed by Ch2M Hill -Project #184483
dated October 2004. Bowen Civil Engineering, Inc will be performing the Permitting, Bidding
and Construction Administration Services for a new well designed by others and will not be
responsible for the design. All services will be based on the current plans and specifications
provided by the city.
