Item 4CAGENDA ITEM # 4C MARCH 23, 2009 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Aquatic Vegetation Control, Ditch Spraying and Maintenance SUBMITTED BY: Rick Carper, P.E. Director of Public Works C.E. DATE: March 11, 2009 BACKGROUND: The City's annual contract for Ditch Spraying and Maintenance, with Bluewater Environmental of Florida, Inc., expires on April 30, 2009. All authorized extensions are complete, so the contract is due to go out to bid. Mr. John Pastore, owner of Bluewater, has requested the City consider "piggy- back" off the JEA contract for Aquatic Weed Control. If approved, he will guarantee our current pricing for ditch spraying and maintenance not to change for an additional three-year period. Bluewater will, at no additional cost, include water quality monitoring and biological nutrient removal technologies. Water quality monitoring is expected to be required when the City's Municipal Separate Storm Sewer System (MS4) permit is renewed (under review by FDEP now), so including the monitoring with this contract will save having a separate contract, at an additional cost. RECOMMENDATION: Extend the Ditch Spraying contract for three years at the current (2006) price total for the year $20,928.00. ATTACHMENTS: Letter signed by John Pastore, owner of Bluewater Environmental of Florida, Inc. agreeing to the extension at the current prices. I can guarantee your current pricing for the ditch spraying not to change for an additional three-year period. Our JEA contract terms are for three years with atwo-year renewal option. I have attached the Purchase order, technical specifications, and the invitation to bid for your review. All parameters of our current contract with the City would stay as they were written with the addition of water quality monitoring and biological nutrient removal technoloaies focused on lowering the TDL for nitrate, phosphate and TSS. Please consider this offer as an altruistic gesture, for our professional relationship with the City has been genuine for many years.
