BACKGROUND:

Tide Views/Dutton Dock Extension
Total Costs: $240,000 City Match: $120,000
The purpose of this project is to expand public access to recreational and educational azeas
encompassing more than 400 acres of wetlands and marshes located on or adjacent to the
Intracoastal Waterway. The City is completing the purchase of approximately 350 acres of
wetlands and marshes located between two (2) public, waterfront parks. The existing parks have
observation platforms, a fishing pier, and floating docks, restrooms, and education kiosks and
pavilions. These parks are also part of a paddling trail system for canoes and kayaks, and they
also have foot trails for nature observation and studies
One of the most significant limitations to the usage, access, and paddling trails between the parks
and docks is the tidal nature of the channels. Specifically, the channel located between the
Intracoastal Waterway and the canoe/kayak launch at the Tide Views Preserve is tidal in nature,
which means that at low tide, the channel has insufficient water for a boat to get in or out. The
proposed project is based on extending a dock from existing docks/boazdwalks at the Tide Views
Preserve to deep water in the channel closest to the Intracoastal waterway. Although other
options, including dredging, were explored, a dock extension would be less expensive, easier to
obtain permits, and less expensive to maintain into the future.
This project will provide more access to and from the facilities, and to enhance the
interrelationship between Tide Views Preserve, Dutton Island, and the recently acquired mazshes
located between the existing parks.
This project may require several years for planning, engineering, permitting, and construction.
As a result, the City may be budgeting the match funding over the course of two (2) or more
years. "Bed Tax" money is an acceptable source to match the grant funding, and staff
recommends utilizing "Bed Tax" funding for this purpose. However, if the "Bed Tax" funding is
not sufficient to cover the full match, then the General Fund will serve as a fallback source.
The Florida Inland Navigation District requires a resolution (see attachment) to be
submitted with the application for funding, and the application is required to be submitted
by April 1, 2009.

BUDGET: This resolution states that the City is committed to providing $120,000 to
match a Florida Inland Navigation Grant to plan, design, permit, and construct a
dock/boardwalk from the Tide Views Preserve out to deeper water location nearer to the
Intracoastal Waterway.
RECOMMENDATIONS: To approve the attached resolution.

A RESOLUTION OF THE CITY OF ATLANTIC BEACH REQUESTING
ASSISTANCE UNDER THE FLORIDA INLAND NAVIGATION DISTRICT
WATERWAYS ASSISTANCE PROGRAM
WHEREAS, the City of Atlantic Beach is interested in carrying out the following
described project for the enjoyment of the citizenry of Atlantic Beach and the State of Florida:

WHEREAS, Florida Inland Navigation District financial assistance is required for the
program mentioned above,
NOW, THEREFORE, be it resolved by the City Commission of the City of Atlantic
Beach, that the project described above be authorized,
AND, be it further resolved that said City of Atlantic Beach make application to the
Florida Inland Navigation District in the amount of 50% of the actual cost of the project in behalf
of said City of Atlantic Beach,
AND, be it resolved by the City of Atlantic Beach that it certifies to the following:
SECTION 1. That it will accept the terms and conditions set forth in FIND Rule 66B-2
F.A.C. and which will be a part of the Project Agreement for any assistance awazded under the
attached proposal.
SECTION 2. That it is in complete accord with the attached proposal and that it will
carry out the Program in the manner described in the proposal and any plans and specifications
attached thereto unless prior approval for any change has been received from the District.
SECTION 3. That it has the ability and intention to finance its shaze of the cost of the
project and that the project will be operated and maintained at the expense of said City of
Atlantic Beach for public use.
SECTION 4. That it will not discriminate against any person on the basis of race, color
or national origin in the use of any property or facility acquired or developed pursuant to this
proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of
1964, P.L. 88-352 (1964) and design and construct all facilities to comply fully with statutes
relating to accessibility by handicapped persons as well as other federal, state and local laws,
rules and requirements.
SECTION 5. That it will maintain adequate fmancial records on the proposed project to
substantiate claims for reunbursement.
SECTION 6. That it will make available to FIND, if requested, a post-audit of expenses
incurred on the project prior to, or in conjunction with, request for the fmal 10% of the funding
agreed to by FIND.
This is to certify that the foregoing is a true and correct copy of a resolution duly and
legally adopted by the Atlantic Beach City Commission at a legal meeting held on this day
of 2009.
