AGENDA ITEM: Approval of Grant Application Projects and Matching Funds

BACKGROUND:
Staff has initiated several grant applications that have been approved at the local level. Before
submitting these applications at the State level, the City is required to demonstrate that the elected
officials are willing to support the projects, including match funding that may be required for
each project. The purpose of this staffreport is to briefly discuss each project, and to seek
approval for match funding so that staff can submit the applications to the appropriate
governmental bodies for consideration.
1. Local Mitigation Strategy: Salt Air Gravity Sewer Rehabilitation
Total Cost: S400,000 City Match: $100,000
This project is part of an overall sewer rehabilitation plan that was outlined in the City's 2000
Sewer Master Plan, and again included in the 2006 Sewer Master Plan Update. The wastewater
collection system in the targeted area of the City consists of old clay pipe that has cracked and
broken, and old brick manholes that are badly deteriorated.
The poor condition of the sewer system has led to various environmental, safety and public health
problems that are exacerbated during storm periods. During heavy rains, the broken sanitary
sewer system fills with storm water due to inflow and infiltration through the breaks and cracks.
The Sewer Master Plan Update recommended a 10-yeaz plan of sewer system rehabilitation. The
City has not been able to fund the recommended sewer system improvements.
Rehabilitating the sewer mains with cured-in-place pipe is a very cost-effective and quick means
to alleviate rainfall inflow and infiltration. Manholes will be rehabilitated and lined with a
specialty coating. The proposed project is a small, but important portion of the recommended
sewer improvements. An area totaling 350 homes and businesses will be improved by the
project. This project is ready to construct and could be completed within 8 months of project
award.
This project is a part of the existing Sewer Rehabilitation 10 Yeaz Plan, and staff recommends
identifying the match funding from the existing account.
2. Atlantic Beach Wind Retrofit
Total Cost: $50,000 City Match: $12,500
The purpose of this project is to purchase and install shutters and wind protection for City Hall
facility in Atlantic Beach. During storm events, City employees aze required to install plywood at
the City Hall facility to protect the windows from damage caused by high winds and windborne

debris. This is expensive in terms of manpower, and there are safety concerns when employees
are walking on the roof while trying to install sheets of plywood in strong winds. It would be
much safer and cost effective to install shutters that could be more easily opened or closed
according to the weather conditions.
The City is anticipating a FEMA reimbursement of $160,000 for expenses incurred during
Tropical Storm Fay, and staff recommends utilizing $12,500 of this funding to match the grant.
BUDGET: In each case above, the City is making the commitment to funding the City Match
share of the expenses for 2009-2010.
RECOMMENDATIONS: To support the projects discussed above, including a commitment to
provide the match funding necessary for the application process to continue, and to authorize the
Mayor to sign the related paperwork for each grant application.
