AGENDA ITEM: Award George Street Sidewalk Bid (CDBG)

BACKGROUND: Bid number 0809-06 for construction of a sidewalk on George
Street, from Dutton Island Road to Edgar Street, was opened on
March 4, 2009. There were seven bidders, with the low bid from
G& H Underground. G& H did not submit two required
documents (Workmen's Compensation Rating and the signed
statement agreeing to base bid on the Bid Specifications) with their
bid package; however these documents were forwarded by email
the next day. References checked for G& H Underground were
overall Excellent. City Purchasing policy and the Standard
Invitation to Bid state:
Until final award of Contract, the Owner reserves the right to reject any and all Bids,
with or without cause; to waive any informality or irregularity; or to accept the Bid
which is in the best interest of the Owner.
RECOMMENDATION: That the Commission waive the irregularity in the bid and award
the contract to G& H Underground for $39,252.69 which includes
a 10% contingency amount.
BUDGET: Source of funds is CDBG Grant FY 2009 grant. Account Number
110-1005-515-6300, budgeted at $51,732.
