PREFACE: TCA PRESIDENT: For eighteen years Town Center Agency has been the advocate for improvements to the City'shared beachfront urban core. The `Pathfinder' project will continue the incremental improvements that have raised the overall community urban values civically, socially and culturally. In time, the strategically placed `Pathfinder' sculpture will become the identity of our Beaches Town Center and an iconic element in the urban landscape. The beach proximity will serve as a stark and unique backdrop for the triploid tower element. We ask that you contemplate what Town Center looked like in 1990 and what it looks like today and imagine forward what it can be in the future. Artistic expression by nature is not empirical or imminently quantifiable. Indeed, it asks us to question, to interpret and to use our minds for our own opinion and that alone may be the beauty that it brings. The two City's are being given a quarter-million dollar gift of significant cultural infrastructure which will require minimal maintenance and little risk to the public. 1 AGENDA ITEM # 8A APRIL 13, 2009 It is our belief that this timeless, iconic sculptural work of art will be the signature element and identifiable piece at the beach and enrich our communities immensely for decades to come. Kelly Elmore ARTIST STATEMENT: As the Artist's selected to design and oversee the creation of the sculpture "Pathfinder" it has been our intent to have the sculpture symbolize the natural environment of our ocean front. By creating "Pathfinder" in a way that it is harmonious with the changing atmospheric conditions of the beachfront gives it its strength. "Pathfinder" is designed to be a lasting sculpture that changes with time, light, and wind. We feel as artist's that it is the perfect piece for the Town Center roundabout. Jay Shoots & Robert Noelke Safety 1. How will the structure discourage climbers? The steel frame is difficult to physically grasp at the lower level, and there are radial steel rods below the moving parts to prevent access. 2. What protection will be afforded pedestrians? 3 traffic bollards wilt be placed at the west edge, see revised plan A. 3. Will the center piece or other parts reflect? The center piece (radar screen) will be sandwiched between non-glare lexan-panels which will minimize the reflective surface. Since the centerpiece will be occasionally in motion any reflective areas will be transitory. 4. What will Town Center do to make Pathfinder safer for the public? 2 AGENDA ITEM # 8A APRIL 13, 2009 (bollards, etc.) Yes, bollards see # 2 above. 5. Will Town Center lower the base? The base will be lowered to 12"above the existing curb of the roundabout. See revised plans attached. 6. Would Town Center be willing to locate Pathfinder to a more pedestrian friendly location? Both cities have passed resolutions supporting the location prior to the art selection process. The TCA Board is bound by intent and resolution to maintain this location. This site is pedestrian friendly. Vehicular traffic speed seldom reaches above 10 mph. Maintenance 1. How long will the bearings last under loads of 40, 80, & 120 per hour sustained winds? The sealed bearings will last the life of the structure in most wind conditions, ie 40 -120 mph sustained winds. The final engineering will certify compliance with the Florida Building Code which requires 120mph in the wind borne debris zone. A lock down device of all the moving rings will be engineered in the final design, which will hold the rings in a sustained high wind. 2. How long will the glass, coating and welding last in the sun, salt and sand environment? The best estimated guess is the life of the structure. The 316 grade stainless steel & epoxy coating are intended to resist the beach environment. The life of the structure will be at least 100 years. 3. What other maintenance is required? Its. recommended to spray wash the structure at 6 month intervals. We estimated this will be $500 per year. Lighting: 150 watt metal halide lamps on a timer will last 10,000 hours. At 6 hrs per day = 4.5 years, replacement cost $25. per bulb(4 req'd) 3 AGENDA ITEM # 8A APRIL 13.2009 4. What is the cost of maintenance? See 3 above. 5. What are bases of the estimates? Industry standards as published by individual suppliers. 6. How will the glass be designed to not yellow? The Lexan sheet is color last for 10 years, see attached specification sheet. 7. How will Town Center pay for the maintenance? (guarantee) The wash schedule and lighting maintenance will be a City Expense. View 1.Ocean vs Pathfinder? Part of the selection criteria in the competition was a work that did not block the oceanview. The jury selected the best option. Pathfinder will not block the view. The station point (point of view) is not static. Noise 1. Will the moving parts make noise? The artists believe the work will be essentially quiet. Design 2. How can Town Center guarantee the Artist's design concept if the wind load is not known? The wind load is known, the project will meet the standards of the Florida Building Code wind borne debris zone(120mph) for construction permitting purposes. This is a quantifiable engineering exercise, just like gravity loads. Insurance 1. Will Town Center be willing to pay for any additional insurance cost? 4 AGENDA ITEM # 8A APRIL 13, 2009 The Town Center Agency Board has declined the support of any expense of this nature. We believe there will be a minor increase in the existing city policies.
