Item 4BAGENDA ITEM # 4B APRIL 27, 2009 CITY OF ATLANTIC BEACH CITY COMMISSION STAFF REPORT AGENDA ITEM: Acknowledge clerical corrections as requested by the Department of Community Affairs (DCA) to the Public Schools Facilities Element (PSFE) SUBMITTED BY: Sonya Doerr, AICP ~~ Community Development Director DATE: April 15, 2009 BACKGROUND: In January, the City adopted the mandated Public Schools Facilities Element as part of the Comprehensive Plan. The document was then sent to DCA for compliance review, and we have been verbally advised that the PSFE will be found to be In Compliance. DCA has asked that we make several very minor, non-substantive clerical revisions to the PSFE, which are described below. • Pages 7,8,9 -Goal I.3, Objective I.3.1, Policy I.1.3.1.2 (c) and (d), Objective I.3.3: revise "Cities" (plural) to "City" (singular) in four text locations. • Page 10 -Policy I.3.3.1: revise City of Jacksonville to City of Atlantic Beach as follows: Policy I.3.3.1 The City of 3~asl~;e~i~lle Atlantic Beach in consultation with DCPS and the other municipalities shall establish a uniform methodology for determining capacity. • Page 12 -Policy I.3.4.4: correct Statutory reference numerical "typo" as follows: Section 163.3180(s e), F.S., (Change c to e.) The City Attorney advised that these changes should be made administratively and that staff should report these to the City Commission. BUDGET: No budget issue. RECOMMENDATION: Acknowledge minor clerical revisions to the Public School Facilities Element as requested by the Department of Community Affairs. Don't even need a new signature page. And I would then advise the commissioners of these administrative changes. They are reviewing the Comprehensive Plan Public Schools Facilities Element that we adopted the end of January. Our DCA staff reviewer has now asked that we change the word "Cities" to "City." If you recall all the Duval County local governments adopted the exact same document, and this was how they instructed us to refer to the "collective" during the earlier drafting process for the element and the Interlocal agreement. There is also a F.S. cite in the ordinance that has an incorrect sub-paragraph number. Shannon Eller always checks those meticulously, so I assume I probably re-typed it in error. No other changes were requested, but we do need to make these in order to be found "In Compliance." Are these corrections we can make administratively? It would seem like a complete waste of time to go through a formal ordinance change process. DCA advised that we should just make these changes, and have the City Clerk re-certify and send them corrected copies, but Donna and I wanted to check with you.
