AGENDA ITEM: FY 2008-2009 Resurfacing Project

BACKGROUND: The City Commission was briefed on the proposed FY 09
Resurfacing program during budget workshops in August 2008 and also briefed
on a proposed Streetscaping Plan for Seminole Road during Strategic Planning
in February. In view of budget limitations, a conventional resurfacing, without
widening of Seminole Road was directed. Because of significant cost savings
(estimated at greater than $50,000 based on Royal Palms 60°lo cost estimate),
Staff proposes to use the City of Jacksonville's competitively bid Resurfacing
Contract with Atlantic Coast Asphalt (ACA) for this mill and resurface project and
to also include milling and resurfacing of Rose Street (2008 OCI 43) in the
project. Estimated cost for resurfacing both streets is $128,620 (does not
include asphalt index adjustment). Staff also proposes that remaining funds from
this year's resurfacing program be allocated for additional resurfacing as part of
the Royal Palms Drainage Rehabilitation Project, which will be bid in May/June.
The Royal Palms Project is being designed to include partial resurfacing of
several streets in conjunction with drainage work in the Base Bid and also
provides for addkional resurfacing to maximize positive impact on the
neighborhood {see attachment 2). At Budget workshops this summer, Staff will
propose that City Resurfacing Funds for next year ($270,000) be dedicated to
completing the recommended Royal Palms resurfacing program, as was done
for the Core City Improvement Project.
BUDGET: This project is funded from the Gas Tax Fund, Account No.
130-5002-541-3400; with $275,000 allocated for FY2008-2009.
RECOMMENDATION: No action required -for Commission information only. Staff
intends to 'piggy-back' on COJ's annual Resurfacing Contract with Atlantic
Coast Asphalt for resurfacing Seminole Road and Rose Street as allowed
by the City's Purchasing Code 2-336(6).
