1st Quarter Report 2009
Highlights
The Police Department, along with all City Departments, has continued to prioritize its
efforts towards the Mayport Corridor Improvement Plan. The department has attended all
the community meetings to receive feedback from the citizens and to demonstrate our
commitment to this initiative. As previously reported, there was a 41 % decrease in
violent crime and a 12% reduction in traffic accidents from 2007 to 2008.
We also just completed a follow up survey for all Atlantic Beach businesses along the
corridor. The questions were primarily gauged at determining the impact of what the
merchants identified as their top three concerns prostitution, transients and drugs/alcohol.
The initial survey was conducted in November 2007. In order to quantify the results,
numerical rankings were given for each question. The scale was 1 to 5 with 1 being the
least and 5 being the greatest. The first survey result had an overall average of 2.16. The
second survey just recently conducted had an overall result of 1.16. So the results
improved by a full point. A perfect score would be a land we are very close to that.
Following the strategic planning meetings in February, it was decided to incorporate the
Royal Palms area as a planned phase II of the Mayport initiative. We recognize the very
different dynamics between the Mayport Corridor and the Royal Palms subdivision. With
our systems and processes in place, we were able to immediately begin the process. We
fully understood that we would have to make some adjustments in our tactics due to the
differences in the Mayport project and the Royal Palms improvement plan.
The first course of action was a door to door survey to get feedback from the residents on
items such as how they felt about the neighborhood, what issues or concerns they had
and would they be willing to meet with city staff to discuss ways to enhance their
neighborhood. In one month's time, we spoke to over 100 residents which is almost 20%
of the subdivision.
One issue that is frequently brought up by residents is a desire for either additional
lighting or increased bulb wattage. We completed a full survey for all of Royal Palms.
The recommendations included adding some new lights and increasing wattage on some
existing lights. The list of recommendations has already been submitted to JEA.
We have begun holding Town Hall meetings with the four districts that make up Royal
Palms. We have diverted approximately 20-25% of our COPS officers' time to work in
Royal Palms. We are addressing the concerns that are brought to our attention. The

Royal Palms improvement is another city wide effort involving a number of different
departments.
The Atlantic Beach Police Department continues to have an exceptional emergency
response time. The average for the 1St quarter 2009 is 2 minutes 25 seconds.
Crime
Since the 2008 annual report was completed, additional information has become
available. Atlantic Beach continues to have the lowest per capita crime rate in Duval
County and is also below the state average.

There was an overa116.6% increase in Part I crimes in the 1St quarter of 2009 as compared
to the 1St quarter of 2008. However, there was a 60% decrease in robberies and a 31
decrease in burglaries. These were two crimes that were showing increases for the past 2
years.
Further, Atlantic Beach has the highest clearance rate of any police department in the
county and is higher than the state average. In other words, percentage wise, we solve
more cases and make more arrests.

Productivity
Traffic citations are down from 2008. This is primarily due to the fact that we started the
year 4-5 officers short. As we filled all those positions it is required they ride with a Field
Training Officer (FTO). When you have so many officers in training at the same time, it
greatly reduces the FTO's productivity in many areas due to the time they spend training
the new officer. As those officers began to be released to solo status, an upward trend
started appearing in April and we expect that to continue.

In addition, a much smaller contributing factor is that officers are being directed to
provide more attention in addressing areas of concerns that the citizens bring to our
attention. One such example is the transient issue in Town Center and at the beach.
We have made somewhat of a transition into becoming more service oriented, which we
believe will improve satisfaction levels of our citizens. However, it has made a slight
reduction in the time the officers have to dedicate to traffic enforcement. With the
improved staff levels we will be tasking 2 officers to dedicate a large portion of their time
to traffic/DUI enforcement unless call for service requires their assistance. One positive
point in all of this is that traffic accidents are down 26% which is one indicator of an
effective traffic enforcement program.
The Crime Suppression Unit (CSU) continues to be very productive with 5 prostitution
arrests and 10 alcohol deployment arrests. They are conducting alcohol compliance
checks on a monthly basis. While their total number of arrests is down, they have been
working on some very big cases requiring a great deal of time investment to complete the
investigation. One case resulted in a life sentence and another in a 20 year sentence. They
are working on other cases of a similar nature. Getting these career criminals and repeat
offenders off the streets for such long sentences should have a positive effect on crime in
the future.
Animal Control had a 25% decrease in the number of calls which is an indicator of fewer
complaints. Their schedule has been adjusted so we have 10 hours of coverage every day
of the week. They also reported a 25% decrease in the number of animal bites.
Personnel
Currently the Police Department haslvacancy for police officer and an applicant is being
processed for that position. The rest of the department is fully staffed which is a first in
many years. Although a few positions still have people in training, we are nearing the
time when we will be able to fully realize the benefit of the current staffing levels. The
Department made 2 Lieutenant promotions, 1 Sergeant promotion and hired 2 new
Sergeants within the 1St quarter.
Training
The Department is deeply committed to providing quality training to all its employees. In
the first quarter of 2009, employees have attended or are scheduled to attend training in
the following topics.
• Leadership/Supervision -Several classes
• Internal Affairs Investigations
• Field Training Officer
• Emergency preparedness -Incident command
• DUI Instructor training

Advanced training keeps employees current and on the cutting edge of Public Safety
techniques, trends and strategies. The Department believes a better trained employee
results in the delivery of a higher quality of service. The above list does not include
classes taken by the employees who are enrolled in various college degree programs.
