Item 8BAGENDA ITEM # 8B JULY 13, 2009 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Commission Request to Investigate Improvements for Pedestrian Safety on Selva Marina Drive SUBMITTED BY: Rick Carper, P.E., Public Works Director~GG DATE: June 25, 2009 BACKGROUND: Commissioner Parsons requested Staff investigate possible changes to improve pedestrian safety on Selva Marina Drive between Saturiba Drive and 20"' Street. Previously, the City added street signs advising pedestrians to walk facing oncoming traffic. Staff has reviewed several additional options and provides the following summary for Commission review. Option 1: Removal of trees and adding asphalt to straighten road curves. This option would require removal of up to 16 trees, mostly in the 14' to 20" diameter, some to 36". Paving costs would be substantial. Because of tree impacts, this option was not studied extensively. Option 2: Upgrade street lighting in the dark, curved segment. This option would involve moving nine street lights currently installed 10 to 15 feet off the edge of pavement to about 5 feet off the edge of pavement, without changing the light type/size (no bulb improvements available for this installed type of light). Because of the extensive hand digging required to install new conduit for this move, this option would cost between $9,000 and $11,000. Option 3: Add edge of pavement striping to the pavement to better delineate the roadway. This would cost about $1,500 ($2,000 if RPMs are included). This option, while relatively inexpensive, may have the opposite effect desired. Pedestrian safety may be decreased if vehicle speed on this segment of road increases due to greater visibility for drivers. (This option is also a possibility for 19"' Street between Selva Marina Drive and Sea Oats Drive (est. cost $2,000 / $2,500). Option 4: Install a sidewalk as discussed in Mar 2008 (see Staff Report attached). Estimated cost in March 2008 was $25,000 for an asphalt path or $42,000 for a concrete sidewalk. BUDGET: There are no funds budgeted for these improvements in either the current year budget or the proposed budget for FY 2010. Any decisions on improvements to be made will also require determining a funding source. RECOMMENDATION: None. For Commission review /discussion only. ATTACHMENTS: 1. PW Staff Report -Walkway for Selva Marina Drive North of Saturiba (Mar 2008) REVIEWED BY CITY MANAGER: July 13'", 2009 Regular Meeting AGENDA ITEM # 8B JULY 13, 2009 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Walkway for Selva Marina Drive North of Saturiba SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: March 6, 2008 BACKGROUND: At the February 11`" Commission Meeting, Commissioner Parsons expressed concern about pedestrian safety when walking along Selva Marina Drive between Saturiba Drive and Twentieth Street. He asked Staff to investigate the feasibility and cost of adding a walkway in the medians to get pedestrians off the narrow road. This segment had previously been evaluated using the City's sidewalk need grading criteria and is currently number five on the priority list (following Main Street, West 9`" Street, Aquatic Drive and West 14~' Street). Main Street had been previously deferred due to possible bike path construction; there are now sidewalks on West 10~' and West 11"', constructed last fiscal year, reducing the need for one on West 9"'. Staff has requested a price from Miranda Contracting to install a portion of the Aquatic Drive sidewalk as a change order to the Hopkins Creek Retention Pond Project. Staff estimates that a 5 foot wide, 2" thick asphalt walkway could be constructed for approximately $25,000. This walkway would be in the medians for the most of the distance with the last 300 feet on the west side of the roadway. This latter section could be considered optional since it is an open area with out the curves, trees and medians that cause the safety concerns. The walkway could be laid without excavation, over top of tree roots, to minimize harm to the trees in the medians. This method would result in increased maintenance costs in future years when compared to a concrete walkway, but the costs should be minimal compared to the tree removal required for the concrete walk. BUDGET: In the current year budgeting process, PW Streets Account 001-5002- 541-6300, Project PW0802, was allocated $100,000 for sidewalk or bike paths, with locations to be determined. No sidewalk or bike path locations have been designated for use of these funds. RECOMMENDATION: None. For Commission discussion /decision. ATTACHMENTS: 1.
